Nelly stressed that this is not the first flood that has occurred in the Vuelta del Paraguayo. “I went to live in Colastiné for 20 years and a year and eight months ago I returned, and I never saw any repairs, not even taking care of seeing the state of the defenses in the neighborhood. It’s like we neighbors have to take care of ourselves. I don’t see that something has improved in the neighborhood in my absence, since it is the neighborhood in which my whole family and I too were born and lived.
