For this reason, the Mayor’s Office of Ibagué issued Decree 0926 of 2023, regulating the second “Day without a car and without a motorcycle” in the Musical Capital of Colombia. This day seeks to raise awareness of the care of the environment on the part of citizens.

What time does the day without a car start and end?

The city that will have its second day without cars and motorcycles this November 22, which goes from 6:00 am until 8:00 pm. If you violate this measure, a fine of $580,000 will be imposed, in addition to the immobilization of the vehicle, according to the Ibagué Mobility Secretariat.

What are the exceptions?

Please note that during the day, the circulation of private vehicles, including motorcycles, is prohibited throughout the urban area of ​​the city. Therefore, among the exceptions are:

  • Police, military forces, security organizations or bodyguards, armored personnel carriers and journalists in the performance of their duties.
  • Official, diplomatic, consular service, office secretaries and managers of decentralized institutes at the municipal and departmental level.
  • Home public service operations: water, telephone, energy, gas and duly authorized garbage collectors.
  • Transportation of valuables and security vehicles.
  • Home medicine care, transportation of patients in case of emergency, such as ambulances, firefighters, Civil Defense, Red Cross, including doctors who demonstrate that they need to travel for the vital exercise of their professional functions.
  • Funeral carriages and their respective procession.
  • The vehicles in which prosecutors, judges, magistrates, solicitors and other judicial authorities who are fulfilling the functions of their position and those who require it for security reasons travel permanently; In the first case, it must be accredited in the work order issued by the competent authority.
  • Transportation of cargo in accordance with the transit license, intended for the distribution of goods and food.
  • Vehicles from other regions that are transiting through the city, a situation that will be accredited with the respective toll payment receipt dated the same day of transit and only for the time necessary to reach their destination.
  • Vehicles that have adapted mechanisms to transport people with reduced mobility or in which they travel.

  • Duly authorized special passenger transportation service vehicles, for which they must carry the FUEC and may only circulate during the hours of service provision required by the contracting party.
  • Vehicles where health personnel travel, duly identified.
  • Motorcycles from surveillance companies that carry out supervision, whose drivers are duly identified, uniformed, and only the driver may be mobilized.
  • Motorcycles of the operating personnel of the public municipal collective passenger automobile land transportation companies, duly identified, uniformed and only the driver.
  • Vehicles intended for traffic control, cranes and workshop or technical assistance cars, duly identified.
  • Motorcycles that provide home services, commercial representation and sales, whose drivers are duly identified, uniformed and only the driver moves.
  • Vehicles intended for the delivery of parcels of up to five tons duly identified with company logos and names.
  • Private vehicles or motorcycles that travel through the variants.
  • Hybrid, electric and CNG vehicles, which appear as such on the traffic license, this measure does not cover vehicles that use gasoline and/or diesel dual fuel.
  • Vehicles of automobile education schools dedicated to training tasks, duly identified and with the respective emblems, with restriction from Seventh Street to 76th Street; First race to Eighth race; and from Carrera Primera to Ambalá Avenue.
