The articles:

Article 1: Whoever arbitrarily prevents, obstructs, restricts or in any way undermines the full exercise on equal bases of the fundamental rights and guarantees recognized in the National Constitution, will be obliged, at the request of the victim, to annul the discriminatory act or cease its execution and repair the moral and material damage caused.

For the purposes of this article, discriminatory acts or omissions determined by reasons such as race, religion, nationality, ideology, political or union opinion, sex, economic position, social condition or physical characteristics will be considered in particular.

Art. 2.- The minimum and one-half the maximum of the criminal scale of any crime repressed by the Penal Code or complementary laws is raised by one third when it is committed out of persecution or hatred of a race, religion or nationality, or with the aim of destroying or in part to a national, ethnic, racial or religious group. In no case may the legal maximum of the type of penalty in question be exceeded.

Art. 3.- They will be repressed with imprisonment from one month to three years those who participate in an organization or carry out propaganda based on ideas or theories of superiority of a race or a group of people of a certain religion, ethnic origin or color, whose purpose is the justification or promotion of racial or religious discrimination in any shape.

The same penalty will be incurred by those who, by any means, encourage or incite persecution or hatred against a person or groups of people because of their race, religion, nationality or political ideas.
