The government of Javier Milei, through the Ministry of Justice, ordered this Friday the elimination of 40% of the Automotive Registries distributed throughout the country. But he also announced the elimination of mandatory documents, such as the blue ID, which must be carried in the car.

In addition, it will propose to the provinces to join the agreement to lower stamp and patent taxes, to reduce the cost of registration operations, which amounts to up to 70% of the total cost of a transfer.

Changes for the buyer, seller and vehicle owners

  • The Automotive Transfer Certificate (CETA) was eliminated, which required citizens to report the sale of their vehicle to the AFIP.
  • The “Blue Card” will be eliminated: starting in May, any person will be able to circulate within the territory of the Argentine Republic with the sole display – physical or digital – of the green card of the car owner.
  • Police verification of vehicles will be digitalized, in a joint agenda with provincial authorities and federal forces.
  • The amount that requires citizens to inform the State of the origin of the funds to purchase a vehicle will be significantly increased.
  • The expiration of all “Green Cards” will be eliminated.
  • The provinces will be proposed to join the agreement to lower provincial stamp and patent taxes, to reduce the cost of registration operations, which amounts to up to 70% of the total cost of a transfer.

The modifications ordered by the Government that affect the records

  • 40% of the Automotive Registries will be closed, starting with those that have been intervened for more than two years, and then the remaining intervened ones will be closed.
  • 30% of the staff of the Automotive Registry Directorate will be reduced, within the framework of a voluntary retirement and early retirement plan.
  • The holders of the sectional records will be responsible for 100% of their operating costs, adapting their income to the task actually performed and their productivity. The Ministry of Justice may control, at any time, the cost structure of the Records Keepers.
  • All vehicle files, in all types, will be digitized to constitute a single and complete digital record, allowing the elimination of physical files.
  • A transparent Competition Regime will be implemented to prevent the hiring of people who have held political positions during the last 10 years, their family members and those who do not meet the requirements of suitability and experience in private activity to fulfill such a function.
  • The sectional registry oversight system will be audited by the Undersecretary of Registry Affairs.
  • The regime that imposes the monopoly of the Mint on the purchase of inputs is repealed. This will allow free competition among suppliers, which will result in improved prices.
