The national government reported that it will eliminate 40% of Automotive Registries throughout the country to reduce costs and eliminate bureaucratic procedures.

The Executive ordered a series of measures after the result of the first stage of the audit carried out in the National Directorate of National Registries of Automotive Ownership and Pledge Credits (DNRPA).

“40% of the Automotive Registries will be closed, starting with those that have been intervened for more than two years, and then the remaining intervened ones will be closed,” official sources said.

Furthermore, it will reduce the 30% of the staff of the Automotive Registration Directorate, within the framework of a plan voluntary retirements and early retirements.

Always according to the official announcement of the Nation, the measures include:

  • HE eliminated the Automotive Transfer Certificate (CETA) which obliged the citizen to report the sale of his vehicle to the AFIP.
  • HE will eliminate the blue card: Starting in May, any person will be able to circulate within the territory of the Argentine Republic with the sole display – physical or digital – of the green card of the car owner.
  • HE will eliminate the expiration of all green cards.
  • The holders of the sectional records will be responsible for 100% of their operating costs, adapting their income to the task actually performed and their productivity. The Ministry of Justice may control, at any time, the cost structure of the Records Keepers.
  • HE They will digitize all the files of vehicles, in all their types, to constitute a single digital record and complete, allowing the elimination of physical files.
  • It will be proposed to the Provinces to adhere to the agreement of reduction of stamp taxes and provincial patents, to reduce the cost of registry operations, which amounts to up to 70% of the total cost of a transfer.
  • A transparent Competition Regime will be implemented to prevent the hiring of people who have held political positions during the last 10 years, their family members and those who do not meet the requirements of suitability and experience in private activity to fulfill such a function.
  • The sectional registry oversight system will be audited by the Undersecretary of Registry Affairs.
  • The regime that imposes the monopoly of the Mint on the purchase of inputs is repealed. This will allow free competition among suppliers, which will result in improved prices.
  • HE will digitize police verification of vehicles, in a joint agenda with the provincial authorities and the federal forces.
  • The amount that requires the citizen to inform the State of the origin of funds to purchase a vehicle.

The government clarified that, from this moment, the second stage of the audit begins.

This new process will aim to review the general management contract for Automotive Registries, accelerate the digitalization and transformation of the process, and greatly reduce the costs of transfers and/or patenting.
