Legislators from the CC ARI Cambiemos Block presented a bill to authorize the Executive and Legislative Branches of the province to withhold from the salaries of their officials the sums they owe for automobile, real estate and gross income taxes, with the objective of providing transparency of the State and its officials.


The project is based on the mandatory nature of taxes, “and that although there are no hierarchies to demand compliance, citizens who hold public positions have a moral obligation and must set an example. Even more so, in these moments of economic and financial crisis, which have involved a great effort by all citizens.”
In this sense, the bloc emphasizes that “it is incoherent for a government, through its officials, to require its citizens to comply with deadlines and terms of payment of obligations and at the same time not to observe them.” Likewise, they rule that “when there are provincial tax debts of public officials, we believe that a compulsory administrative system should be imposed for their collection.”
The initiative establishes that the officials affected by this law will be those belonging to the Executive and Legislative Branch of the province of Río Negro, who are on the list of authorities. In turn, it includes the members of the Court of Accounts, the Administrative Investigations Prosecutor, the Ombudsman, and all the officials of these three organizations.
In addition, it stipulates that withholdings will be made monthly automatically, and must not exceed 30% of the official’s salaries. At the same time, it establishes the creation of the “Registry of Provincial Officials”, which will include all taxpayers, and provides that the officials covered by this law will not be able to access any type of State moratorium.
The parliamentarians refer to a bill recently presented in the province of Neuquén, called “Tax Responsibility”, which follows the same line and aims to promote tax awareness and responsibility.
Finally, the bloc invites the judicial branch of the province and the provincial municipalities to adhere to this law, adapting it to their operation.
