On the afternoon of this Saturday, May 18, the Ombudsman, Carlos Camargo, rejected the death of a minor – in the midst of a terrorist action by dissidents yesterday in Cauca – that left another person dead and two seriously injured.

“It is sad and unacceptable that a child has died due to actions as reprehensible as placing a bomb on a main road and access to the municipality of Miranda, in the north of Cauca,” said the Ombudsman, who added that, “this type of action against the civilian population It is an aberrant violation of international humanitarian law. and violates, among others, the principles of distinction and humanity. “We reproach and reject such a cowardly attack.”

The entity recalled that on the afternoon of this Friday, May 17, a minor lost his life due to the explosion of an explosive device while he was going with his mother to school, on one of the main roads in the urban area. “through which girls, boys, adolescents and their families travel daily, as well as school routes and intermunicipal buses.”

The Ombudsman’s Early Warning System issued four early warnings for Cauca in 2023, one of them for Miranda, where clashes involving the intervention of the civilian population, forced displacement, contamination with antipersonnel mines, recruitment, use and utilization were warned. of girls, boys and adolescents, among other situations that put the civilian population at a high level of risk.
“Children and adolescents are paying the consequences; it is not possible that they are the ones most exposed to forced recruitment, to terrorist acts, among others, which curtails their life plans,” Camargo pointed out.
He concluded by reiterating his emphatic call to the illegal armed actors and the state apparatus: “Refrain from involving the civilian population in your violent actions. Furthermore, all State institutions must commit to concrete actions so that children and childhood are left out of the armed conflict, and in this sense their reinforced constitutional protection can be guaranteed, we extend our message of solidarity with the other fatal victim and the other people who were affected by the terrorist act.”
