The prepaid medicine companies presented this Monday a proposal to return in 12 installments the money collected above inflation from their members since last December. The proposal was made at a hearing convened by Justice, with the participation of the Government.

In addition to the refund in installments, the companies requested that the cartelization investigation initiated by the Ministry of Commerce be terminated and that prices in the sector be released starting in October.

The large prepaid medicine companies suggested that the refund be made in 12 installments adjusted by the “Health Cost Index”, approved by Resolution 1293/2022 of the Ministry of Health, together with the Average Taxable Remuneration Index of Stable Workers (RIPTE). The planned limit would be 90% of the RIPTE, and the value corresponding to six minimum, vital and mobile salaries, in accordance with the provisions of Decree 743/2022 and Resolution 2577/2022 of the Ministry of Health.

The prepaid companies also proposed an indexation mechanism for the coming months, suggesting that the June installment be adjusted by the Consumer Price Index (CPI) of the National Institute of Statistics and Censuses (Indec) and that the installments from July to September be adjust to 95% of that index. Thus, for example, if one month’s inflation is 10%, the fees would increase by 9.5%.

On the other hand, companies are seeking that, starting in October, the Government will once again release prices in the sector, according to the decree issued at the end of last year by the Executive Branch.

From the Government, however, they clarified that prepaid companies increased their rates up to 165% while the CPI was 114%, and they are only proposing to return 24% in 12 months. “The prepaid companies are taking the money of their users. The proposal of 24% in 12 installments is not acceptable to the Superintendency of Health Services (SSS),” government sources said.
