Delegate Cáceres learned about measures implemented by Oxiquim and AES Chile regarding emissions reduction – Radio Festival

The Presidential Delegate for the Management of the Socio-Environmental Crisis of Concón, Quintero and Puchuncaví, Cristian Cáceres, visited the Oxiquim and AES Chile plants installed in the industrial cordon, with the objective of knowing and inspecting the measures implemented by both companies in terms of reducing emissions into the atmosphere, which were required in the Atmospheric Prevention and Decontamination Plan prepared by the Ministry of the Environment.

“We made an inspection visit to these two companies to learn about the facilities that are operational on the site, mainly the AES Chile generating plant, and the storage and transportation systems that Oxiquim has installed on the site”said the presidential authority. “We were able to verify the operation of different abatement systems that these facilities have, which were mandated to be installed and operated by the Atmospheric Prevention and Decontamination Plan for Concón, Quintero and Puchuncaví. “This plan orders companies to reduce their emissions when ventilation conditions are poor.”, he added.

At the Quintero Maritime Terminal of Oxiquim, The delegate learned about the technologies applied in their procedures for storing and unloading chemicals and gasoline, such as the Oxidative Thermal Reducer and the Vapor Recovery Unit, which, according to what was reported by the Air Quality Office of the Seremi de Medio Ambiente, made it possible to reduce the emission into the atmosphere of 17 tons of Volatile Organic Compounds between 2022 and 2023. Added to this are the implementation of a dome roof, floating roofs and double seals in its ponds, which are intended to contain vapors that emit the compounds that they are stored there.

Meanwhile, at the Ventanas Power Plant of AES Chile, the delegate inspected the operation of Units 3 and 4 of the thermoelectric plant (which generate 1,467 GWh annually to the National Electric System), and the environmental control systems implemented to reduce emissions: low NOx burners, bag filters and desulfurizers, in addition to the continuous real-time emissions monitoring system. These technologies, in addition to the shutdown of Units 1 and 2 of the thermoelectric plant (occurring in 2022 and 2023 respectively), allowed a reduction in emissions, between both years, of 737 t/year of NOx, 962 t/year of SO2 and 30 t/year of Particulate Material, according to records managed by the Air Quality Office of the Environment Ministry.

“We are showing that the parameters are relatively low in terms of the measurements that can be observed – pointed out delegate Cáceres -. But despite this, we continue to have health effects, which is why the different inspection services have been instructed to reinforce their activities in the territory, both in companies and in the operations that are generated in the bay.”

The authority designated by President Gabriel Boric for the area of ​​Concón, Quintero and Puchuncaví emphasized that “It is of primary interest to this delegate to determine the origin of these emissions, on the one hand, and, on the other, to generate preventive actions so that companies comply with what is indicated by the Atmospheric Prevention and Decontamination Plan and by their operational plans, which “They are ordered to reduce emissions during periods of poor ventilation.”

It should be noted that delegate Cáceres will maintain these visits and inspections to various companies in the area, which are added to the inspections permanently carried out by the Superintendence of the Environment and the Seremi of Health. This work seeks – as noted by the authority – to supervise compliance, by the companies that operate in the industrial belt of Concón, Quintero and Puchuncaví, with the measures required by the Atmospheric Prevention and Decontamination Plan prepared by the Ministry of the Environment. with a view to reducing emissions of pollutants that may affect the community and the territory.
