The Attorney General’s Office opened a new investigation against Olmedo López and other former directors of the Risk Management Unit (Ungrd), this time for alleged irregularities in several works for the reconstruction of Mocoa (Putumayo). According to the control entity, this new disciplinary investigation is for alleged irregularities in the execution of several works for the reconstruction of the municipality. These irregularities, he points out, exceed $185,000 million, coming from the general royalty system.

The other officials linked to the Attorney General’s investigations are Gerardo Jaramillo, general secretary of the Ungrd; Rocío Rivera, legal vice president of Fiduprevisora; Luis Alexander Mejía and Rosa Edilma Agreda, directors of Corpoamazonía; In addition, Diego Fajardo, Jámirsón Cuellar, Héctor Adrada and Jairo Granados, legal representatives of four entities intervening in the works.

The investigation has its genesis in a package of 18 contracts, which is part of the Specific Action Plan presented by the Mocoa mayor’s office within the framework of a public calamity decree issued in 2021, whose purpose was to accelerate risk mitigation works and avoid a new tragedy.” Within these agreements, says the control entity, alleged delays in execution, hiring of personnel to carry out supervision, and effects on the execution of resources were detected.

The Public Ministry points out that in the pre-investment stage, for example, alleged deficiencies in studies, designs and budgets were detected in four of the 18 works. Likewise, during the execution of these contracts, possible technical irregularities were found that were not taken into account and would have put the infrastructure at risk. Likewise, constructions were found in environmental axes without the respective permits and environmental procedures carried out out of time.

Among the irregularities that caught the attention of the Attorney General’s Office, is the allocation of resources for 86 activities that were not related to one of the construction projects, such as a trip to San Andrés and Providencia for eight days to follow up on the activities developed within the framework of the emergency due to the passage of Hurricane Iota. There was also supposed advice for support on environmental issues related to the reconstruction of Mocoa.

The control entity requested evidence to advance its investigations and among what it requested was a copy of the 17 work and audit contracts signed by the Ungrd, in addition to the two contracts signed for the trip to San Andrés and advice on issues. environmental and housing, with their respective Certificates of Budget Availability and support for their execution. Likewise, there is an updated certification on the actual progress of the different works contracted to reduce and mitigate risk in Mocoa.
