In addition to López and González, there are other Ungrd officials linked to this case. They are Gerardo Jaramillo, general secretary; Rocío Rivera, legal vice president of Fiduprevisora; Rosa Edilma Ágreda and Luis Alexander Mejía, directors of Corpoamezonía; and Diego Fajardo, Jámirson Cuellar, Héctor Adrada and Jairo Granados, legal representatives of four entities intervening in the works.

“In accordance with the monitoring carried out by the Public Ministry on this package of 18 contracts, which is part of the Specific Action Plan presented by the Mocoa mayor’s office within the framework of a public calamity decree issued in 2021, in order to accelerate “risk mitigation works and avoid a new tragedy, alleged delays in execution, hiring of personnel to exercise supervision, and effects on the execution of resources were detected,” the Attorney General’s Office said in a statement.

The Public Ministry also assured that during its pre-investment stage, “alleged deficiencies in studies, designs and budgets were detected in four of the 18 works. Later, during the execution, possible technical irregularities were found that were not considered and would have put the existing infrastructure at risk, also constructions in environmental axes without the respective permits and environmental procedures carried out out of time.

He also warned about another alleged irregularity, which caught the attention of the authorities. It is about the “destination of resources for 86 activities not related to one of the construction projects, such as a trip to San Andrés and Providencia for eight days to follow up on the activities carried out within the framework of the emergency due to the passage of the hurricane Iota and an alleged consultancy to support environmental issues related to the reconstruction of Mocoa.”
