HAVING SEEN File No. EX-2024-65736858-APN-DD#ME, the National Education Law No. 26,206 and its amendments and the Resolution of the FEDERAL EDUCATION COUNCIL No. 471 of May 28, 2024, and


That the NATIONAL CONSTITUTION in its article 14 and the International Treaties incorporated into it, according to its article 75, paragraphs 17, 18, 19 and 22, enshrine the right to teach and learn, and establish obligations of the NATIONAL STATE based on this.

That the National Education Law No. 26,206 and its amendments regulate the exercise of the aforementioned right to teach and learn.

Article 8 of the aforementioned law provides that “Education will provide the necessary opportunities to develop and strengthen the comprehensive education of people throughout their lives and promote in each student the ability to define his or her life project, based on the values ​​of freedom, peace, solidarity, equality, respect for diversity, justice, responsibility and the common good.”

That, likewise, article 11, paragraph l) of the aforementioned law stipulates, as one of the aims and objectives of the national educational policy, to strengthen the centrality of reading and writing, as basic conditions for lifelong education, the construction of responsible citizenship and the free circulation of knowledge.

That guaranteeing literacy for children and young people is a commitment to equal opportunities in the present and to the free development of a personal life project.

That literacy enables people to develop their full potential and participate fully in the society in which they live, expanding their possibilities for communication and integration into the world.

That the national evaluation “Aprender 2016” reflects that FOUR (4) out of TEN (10) third grade students were placed at the basic or lower level of performance, presenting higher

difficulties in interpreting texts.

That from the “Regional Comparative and Explanatory Study (ERCE 2019)” prepared by the Latin American Laboratory for the Evaluation of the Quality of Education (LLECE) of the Regional Office of Education for Latin America and the Caribbean (OREALC/UNESCO Santiago) it emerges that FORTY-SIX PERCENT (46%) of third grade students were located at the lowest performance level, showing difficulties in working with information that is not explicit or not highlighted.

That from the aforementioned study it is clear that SIXTY-EIGHT POINT ONE PERCENT (68.1%) of sixth grade students did not reach the minimum level of competencies considered acceptable at that stage of schooling.

That the national evaluation “Aprender 2023” shows that approximately THIRTY-FOUR PERCENT (34%) of sixth grade students did not reach the Satisfactory performance level of reading comprehension, that is, they are located at the minimum of the performance levels considered necessary for said grade.

That in relation to the secondary level, the results of the “PISA digital 2022” tests reveal that approximately FIFTY-FIVE PERCENT (55%) of Argentine students are in “LEVEL 1 AND LOWER”, not reaching the minimum level of performance established by said evaluations.

Based on the data presented above, it can be stated that basic reading and writing skills, fundamental drivers for lifelong learning, are not guaranteed, which directly impacts students’ performance, their self-esteem, their relationship with school life, their ability to understand the world and to make informed decisions about their present and future.

That lacking basic reading and writing knowledge and skills reduces the possibilities of choice, access to higher education, employment opportunities and democratic and creative participation in society.

That strategies are required

for urgent recovery and acceleration of learning, involving all social actors in the literacy agenda as the central axis of educational change.

That, in light of the above, it is necessary to place literacy at the centre of educational policy, with a federal, progressive, comprehensive and intercultural approach.

That through Resolution of the FEDERAL EDUCATION COUNCIL No. 471/24, among other issues, the document “Federal Commitment to Literacy – National Literacy Plan” was approved, in which the objectives and axes of the National Literacy Plan were established, as well as the actions that would be carried out.

That, within this framework, it is pertinent to create the “NATIONAL LITERACY PLAN” Program, with the objective of ensuring that students in the ARGENTINE REPUBLIC can read, understand and produce texts in a manner appropriate to their educational level.

That, in this context, this Program will seek to promote literacy for all students.

That from the aforementioned Program, concrete actions will be promoted in agreement with the TWENTY-FOUR (24) jurisdictions, working in a coordinated manner in the design, implementation and monitoring of the proposed actions, and the formation of the literacy support network will be promoted, from which the aforementioned jurisdictions will be accompanied and assisted, attending to this priority and urgent demand.

Within the framework of the aforementioned Program, the establishment of strategic relationships with government agencies and organizations in the private sector and civil society that support literacy initiatives will be promoted, and efforts will be made to develop material resources and comprehensive communication strategies to promote the topic.

In order to carry out a comprehensive and cross-cutting approach, it is necessary to carry out the proposed actions jointly and in conjunction with the different departments of the SECRETARIAT OF EDUCATION of the MINISTRY OF HUMAN CAPITAL, as well as in coordination with the other departments of said ministerial portfolio, since literacy is a process that is consolidated gradually and continuously and therefore requires cooperative work between the different actors and systems involved.

That the relevant legal advisory service has taken action within its jurisdiction.

That this measure is dictated in accordance with the powers arising from article 99, paragraph 1 of the NATIONAL CONSTITUTION.




ARTICLE 1.- The “NATIONAL LITERACY PLAN” Program is hereby created within the scope of the SECRETARIAT OF EDUCATION of the MINISTRY OF HUMAN CAPITAL, with the aim of ensuring that students of the ARGENTINE REPUBLIC can read, understand and produce texts in a manner appropriate to their educational level.

ARTICLE 2°.- It is established that, from the implementation of the Program created by article 1° of this act, a priority and transversal literacy policy will be developed, from which the TWENTY-FOUR (24) jurisdictions of the country will be accompanied and assisted in the design and development of their literacy policies, through educational proposals and jointly agreed actions.

ARTICLE 3.- The actions developed within the framework of the “NATIONAL LITERACY PLAN” Program will be structured around the following axes:

a. Commitment to community outreach.

b. Literacy in the early years of schooling.

c. The transversality of literacy.

d. Initial and ongoing teacher training.

e. Access to quality educational resources.

f. Monitoring and evaluation.

g. The consolidation of a structure that links investments in literacy with effective conditions for learning.

ARTICLE 4.- In order to achieve the proposed objectives, within the framework of the “NATIONAL LITERACY PLAN” Program, the following actions will be carried out:

a. Promote the implementation of literacy strategies.

b. Accompany, assist and strengthen jurisdictions throughout the country in the design of literacy plans, as well as promote agreements within the framework of the FEDERAL EDUCATION COUNCIL to ensure their implementation.

c. Promote the signing of agreements and conventions for the design and implementation of strategies and the development of specific literacy activities.

d. Promote the formation of a national literacy support network with the aim of articulating and developing joint actions to address the issue in a comprehensive manner.

e. Produce, print, acquire and/or distribute educational materials and books for students, and materials with guidance for principals, teachers and/or families, with the purpose of intensifying the teaching and learning of reading, writing and speaking.

f. Develop, together with the jurisdictions, proposals to strengthen support for student trajectories that incorporate learning acceleration strategies.

g. Provide resources for jurisdictional technical teams, school management teams and supervisors to promote comprehensive work in preschools, primary schools and secondary schools in relation to the literacy processes of their students.

h. Support jurisdictional teams in the implementation of the “NATIONAL LITERACY PLAN” Program through initial and ongoing training proposals for teachers in order to promote improvements in the teaching of reading, comprehension and text production.

i. Promote the material and cultural conditions so that all students in the ARGENTINE REPUBLIC acquire reading, writing and speaking skills.

j. Strengthen the role of school and community libraries, both physical and digital.

k. Develop and implement, in conjunction with the relevant areas, assessment and information gathering devices that allow monitoring the status of literacy in compulsory education, in order to make decisions based on the evidence collected.

l. Design comprehensive communication strategies to promote literacy.

m. All those actions that the Implementing Authority of the aforementioned Program decides to implement.

ARTICLE 5°.- The SECRETARIAT OF EDUCATION of the MINISTRY OF HUMAN CAPITAL shall be the Implementing Authority of this decree and shall be empowered to issue the clarifying and complementary regulations that are necessary for its technical and operational implementation, as well as to enter into agreements and conventions for the proper fulfillment of the objectives of the Program “NATIONAL LITERACY PLAN”, which is created through article 1° of this act.

ARTICLE 6.- The “NATIONAL LITERACY PLAN” Program will be financed with the amounts annually assigned by the General Budget Law of the National Administration to the MINISTRY OF HUMAN CAPITAL.

ARTICLE 7.- The OFFICE OF THE CHIEF OF CABINET OF MINISTERS is authorized to adopt the budgetary adjustments required for the implementation of the “NATIONAL LITERACY PLAN” Program.

ARTICLE 8.- This decree will enter into force on the day following its publication in the OFFICIAL BULLETIN.

ARTICLE 9.- Communicate, publish, give to the NATIONAL DIRECTORATE OF THE OFFICIAL REGISTRY and archive.
