“With the certainty that I will be elected President of the Republic on July 28, I assure you that in the constitutional period that begins on January 10, 2025, I will ensure that the Armed Forces have the necessary equipment and that together we will build a fully professional institution, with high levels of effectiveness, efficiency, sense of belonging, discipline, morality, ethics, responsibility, patriotism and unrestricted adherence to the law,” the opposition standard-bearer tells the Venezuelan military.

Without political militancy

This is not the first time that the opposition standard-bearer has spoken to the Venezuelan Armed Forces, the support of the Nicolás Maduro regime. In mid-May, in his first public rally from the historic city of La Victoria, in the state of Aragua (center), he promised to guarantee the institutionality of the military body, under the influence of the regime’s propaganda, which calls it “deeply Chavista and anti-imperialist.”

More recently, on January 9, González Urrutia reached out to Venezuelan soldiers in the state of Vargas (north-central), renamed La Guaira, setting off alarm bells among the ruling elite, who called it a “provocation” and ordered the arrest of two activists from the Campaign Command With Venezuela in the state, a regional journalist and one from the Communications team of opposition leader María Corina Machado.

Now, the candidate reminded them again that the Armed Forces, according to the Constitution, must be “essentially professional, without political militancy,” and be “at the exclusive service of the Nation.”

“They will exercise their right to vote in accordance with the law, and will not be allowed to participate in acts of propaganda, activism or political proselytism. This is especially significant at a time when the presidential election is about to take place and, as a consequence, the change of commander in chief,” he said.

In this regard, he asks them, on behalf of the Venezuelan people, to respect the results of July 28 and to comply with articles 328, 329, 330 and 331 of the Constitution. “The Venezuelan people count on their military institution to respect and enforce their sovereign will on July 28,” he stressed.

Guardians of the Constitution

He also indicated that the Armed Forces have the fundamental mission of guaranteeing the independence and sovereignty of the action, as well as ensuring the integrity of the geographic space. “This means that no other country, nor foreign government, nor illegal forces can occupy portions of the national territory,” the standard-bearer pointed out.

The reminder comes amid allegations of the influence of Cuban military personnel in the military and the presence of Colombian guerrillas from the National Liberation Army (ELN) and the Revolutionary Armed Forces of Colombia (FARC) in Venezuelan territory.

“From this perspective, they must be the guardians of our Constitution and guarantors of respect for the decision of the sovereign people,” he said.

Strengthening the Armed Forces

The standard-bearer also promised to improve, update and strengthen the institution’s social welfare system, legally and administratively, as well as its socioeconomic and institutional conditions, so that it will be a “modernized, structurally and doctrinally organized Armed Forces for the new military strategic scenarios that are emerging at a national and global level.”

“Venezuelans, members of our FAN, please accept the sincere greetings of a Venezuelan committed to freedom, independence, national sovereignty, democracy, and the human rights of all without exception, determined to fulfill with responsibility and pride my duty as the next President of the Republic and Commander in Chief of the National Armed Forces,” González Urrutia emphasized.
