Everything you need to know about the new aid for the unemployed

New aid for the unemployed will come into effect from November 1 after a new package of government measures was approved with the aim of adapting to the requests of the European Union and cover a larger number of people who are unemployed. Find out everything you need to know about the new aid for the unemployed and the new amount that people who meet these requirements can receive.

In Spain There are currently 2,561,067 million people unemployed and many of them are, for various reasons, long-term unemployed. Of the more than two million Spaniards who are not in the labour market, a total of 1,694,609 million receive different benefits from the Government, whether in terms of unemployment or different pensions such as retirement, widowhood, disability or orphanhood. With the aim of increasing the number of people who receive some type of aid, the Government has approved a new package of measures whose first aid will come into effect on 1 November.

On May 21st, the Minister councilat the proposal of the Ministry of Labour and Social Economy led by Yolanda Díaz, gave the green light to Royal Decree-Law 2/2024 for the simplification and improvement of the level of assistance for unemployment protection in compliance with the commitment of Component 23 of the Recovery, Transformation and Resilience Plan. This new package of measures will benefit those under 45 years of age who do not have family responsibilities or even women over 16 years of age who have been victims of gender violence.

As reported by the Social Security On their website: “Workers who benefit from the new unemployment assistance model will enjoy simpler access, better protection and will be able to combine unemployment benefits and subsidies with their work activity.”

The new aid for the unemployed

This new aid for the unemployed, which will come into effect on 1 November, will cover groups that have not been covered up to now. In this way, people under 45 years of age without family responsibilities, returning emigrants without the right to benefits, agricultural workers with less than six months of contributions and women over 16 years of age who have been victims of domestic violence will be entitled to receive this benefit from the next few months. These measures will also protect cross-border workers who travel daily to Ceuta and Melilla.

As regards the amount, this will also vary with respect to what is currently paid (90 euros more). So the new aid for the unemployed will be divided into three bands. The first will cover the first six months and will be 95% of the Public Indicator of Multiple Effects Income (IPREM), which is equivalent to 570 euros. The following half year will be 90% of the IPREM (540 euros) and the rest of the period will be 80%, which will be an amount equivalent to 480 euros.

As regards the duration, it will depend on the number of months of contributions and whether or not the unemployed person has family responsibilities. It may be extended for a maximum period of 180 days after exhausting one year of subsidy.

More measures of the new reform

This reform package, which will come into force between 1 November 2024 and 1 April 2025, also introduces a series of improvements in the assistance system for people receiving unemployment benefits.

  • It will be possible to receive an Employment Support Supplement for up to a maximum of 180 days to encourage incorporation into the workforce
  • Renewals will be carried out quarterly to speed up and reduce bureaucratic burden.
  • The waiting month is eliminated to avoid coverage gaps.
  • The same rights are guaranteed for part-time workers.
  • The calculation of individual income based on SMI is modified to exclude the beneficiary.
  • The administrative process will be more agile and its beneficiaries will be incorporated into the priority programmes of the Common Portfolio of Services of the National Employment System.

Another of the great novelties is that with this package of measures the unemployed person, thanks to the Support Compatibility Employment, will be able to combine a job with receiving the subsidy for a maximum of 6 months. All with the aim of facilitating a better entry into the labour market for the more than two million people who are unemployed in Spain.
