The Civil Aviation Administration (ANAC) from Argentina issued the Resolution 319/2025dated May 7, 2025 and published in the Official Gazette on May 9, through which the Regulatory frame for remote -manned aircraft (RPAS), commonly known as drones. This measure involves the repeal of the ANAC 880/2019 resolution and the approval of part 100 of the Argentine Civil Aviation Regulations (RAAC), entitled “ requirements for the of distance -manned aircraft (RPA/RPAS)”.

The new regulations arise in response to the guidelines established in decrees 663/2024 and 639/2024. Decree 663, issued on July 24, 2024, specifically instructed the ANAC, an decentralized body acting in the orbit of the Ministry of Transportation of the Ministry of Economy, to review and adapt the existing regulations on remotely crew and/or not crew aircraft. This decree already approved a “Regulation for unmanned civil aviation”.

A element of this is the adoption of Latin American aeronautical regulations (LAR), an initiative that seeks the harmonization of aerial regulations in the region to operational safety and efficiency. The ANAC stands out in the recitals of the resolution that the implementation of the LAR led to an integral analysis of the regulations issued by the agency between 2014 and 2024, in addition to the creation of expert commissions.

ANAC 1/2025 resolution, of January 6, 2025, ordered the formation of the for the Implementation of Latin American Aeronautics (LAR) regulations regarding remotely manned civil aviation and/or renovated remote”. To this commission, as indicated by the resolution, they were invited to participate and think “various airlines, manufacturers and importers of remotely manned aircraft and/or not manned, airport operators, institutions and general aviation institutions, universities and associations and professional advice, cameras and international aeronautical organizations, the National Civil Aviation Administration (ANAC) and other organizations of the National State in civil aviation or in coordination with her, among others. “

The National Administration emphasizes that the new resolution is issued under the “strict principles of market and free competition, and the subject to the commercial loyalty rules, generating the necessary instances to avoid any monopolistic conduct by a manufacturer, an importer, an operator, a maintenance organization, or a civil aviation instruction center, among others.”

This approach seeks to boost a growing sector, such as drones, which has diverse applications in agriculture, security, audiovisual, topography and, more recently, in the transport of goods, where pilot tests are already performed in Argentina with the authorization of the ANAC.

Resolution 880/2019, now repealed, constituted the previous “Unmanned Air Regulations (Vant) and Unmanned aerial vehicle systems (Svant)”. With the approval of the RAAC Part 100, a greater alignment with international and regional standards is expected, which could simplify operations and facilitate the of the drone industry in the country.

The ANAC reported that, since it is an adoption of the LAR according to the ANAC 1/2025 resolution, it was not necessary to implement the participatory elaboration of norms established by Decree 1172/2003.

Various national addresses of the ANAC, including operational security (DSS), Infrastructure and Airport Services (DGIYSA), Air Navigation Inspection (DNINA) and Air Transport (DNTA), took intervention in their respective competences for the elaboration of this new regulations.
