According to him, the current price fixing formula should eliminate the item “other costs”, because in reality these are expenses that have not been calculated entirely and that are often gradually charged, such as costs due to differences.

According to him, if a market mechanism is applied, electricity prices must be clearly composed of specific costs such as generation, transmission, retail sale, management, etc., and at the same time they must guarantee a reasonable level of profits so that the electrical industry can reinvest and develop in a sustainable way.

In addition, Mr. Thoa also proposed to eliminate the cross -subsidies mechanism in electricity prices and, instead, develop separate support policies for each region and target . In particular, it is necessary to separate social security factors from the electricity price structure to avoid price distortions due to the existence of too many objectives.

Many developed countries are also gradually changing to a market mechanism to fix electricity prices: transparent, which takes into account all costs and is linked to the tendency to invest in clean energy.

If Vietnam keeps electricity prices below real costs for a long time, it could create a temporary competitive advantage for social production or security. However, this raises a risk of imbalance in infrastructure investment, does not guarantee a stable electricity and is unsustainable in the long term.
