The Ministry of Industry and Commerce 6 solutions to ensure electricity for growth
Spanish by sharing in the seminar “ensure electricity for growth – requirements and solutions” organized by the Government Electronic Information Portal on the morning of May 7, Mr. Doan Ngoc Duong, deputy director of the Department of Electricity and Renewable Energy (Ministry of Industry and Commerce), said that based on the objective of a minimum economic growth of 8%, it is predicted that the demand for electricity will grow in more than 12% the Ministry of Industry and Commerce for Management.

Specifically, the Ministry of Industry and Commerce has developed operational scenarios and has ordered the entire electricity sector to quickly deploy six key solutions groups to guarantee a stable electricity.
The first solution is to demand from the power plants and the transmission and distribution units that guarantee the maintenance and repairs within the planned period, maintaining the equipment in the maximum state of preparation.
The second is proactively combustible (coal, oil, gas) in factories and warehouses for peak periods.
Thirdly, the Ministry will especially promote the progress of key projects from sources and electrical networks, such as: the expansion of the Hoa Binh hydroelectric plant, the thermal plants NHon Trach 3.4 and the 500 KV Lao Cai – Vinh Yen network (which is expected to be operational on the occasion of the national Day, on September 2).
The fourth solution is to build and update flexible dispatch scenarios to be prepared to respond to freight fluctuations, climate and unusual hydrological conditions. Fifth, promote electricity savings and reduce the load during peak hours. In sixth place, the monitoring of the entire chain should be strengthened, from generation to transmission, dispatch and distribution, to ensure fluid functioning and quick response to incidents.
Mr. Duong said: “With the groups of solutions that have been implemented and are being implemented to date, the Ministry of Industry and Commerce believes that the electricity supply by 2025 will be practically guaranteed, provided that the planned conditions do not present excessive fluctuations.”
However, he also admitted that an response scenario is still necessary in unusual cases, such as sudden increases in load, prolonged warm climate or generator failures due to continuous operation at full load.
Electricity prices must be transparent, not including social security in the price mechanism.
Although the electricity industry has been proactive in many aspects, according to experts, the current electricity prices mechanism remains an important bottleneck, which threatens to weaken the capacity of reinvestment and attraction of resources for the development of the industry.
According to Mr. Nguyen, Thoa, former director of the Department of Price Management (Ministry of Finance): “Current prices of electricity do not follow market mechanisms, they are not calculated correctly or completely taking into account the costs of inputs; the situation of buying expensive and selling cheap exists for many years, but it has not been completely resolved.”

He said that the current price of electricity entails too many objectives at the same time, from supporting the investment, controlling inflation, guaranteeing social security to encourage savings of electricity, which leads to conflicting objectives on which it is difficult to reach a consensus and implement effectively.
It should be noted that the cross -consideration mechanism for electricity prices between consumers and producers, between regions … has remained for too long, distorting the electrical market and causing retail prices not to reflect the real value of 1 kWh of electricity. “Electricity has become a subsidized product for the whole society, eliminating the motivation to save and hinder the attraction of investments in the electrical industry,” said Mr. Thoa.
Therefore, Mr. Thoa proposed that it is necessary to completely operate electricity prices in accordance with market mechanisms, correctly and completely calculate the costs in electricity prices and modify the current electricity prices list to overcome existing deficiencies. According to him, the current price fixing formula should eliminate the item “other costs”, because in reality these are expenses that have not been calculated entirely and that are often gradually charged, such as costs due to change differences.
According to him, if a market mechanism is applied, electricity prices must be clearly composed of specific costs such as generation, transmission, retail sale, management, etc., and at the same time they must guarantee a reasonable level of profits so that the electrical industry can reinvest and develop in a sustainable way.
In addition, Mr. Thoa also proposed to eliminate the cross -subsidies mechanism in electricity prices and, instead, develop separate support policies for each region and target group. In particular, it is necessary to separate social security factors from the electricity price structure to avoid price distortions due to the existence of too many objectives.
We do not abandon social security policies or abandon the disadvantaged. However, to ensure that all people have access to basic electricity services, we need to implement direct support policies, instead of integrating them with electricity rates. This separation, of being achieved, will be very beneficial for the electricity sector, creating the conditions to guarantee a stable electricity that promotes economic growth, as established by the Government and the National Assembly, emphasized Mr. Thoa.

Regarding electricity prices, the energy expert has Dang Son said that, compared to other countries in the region, the average price of Vietnam’s electricity is currently at the same level as that of China and India, and higher than that of Bangladesh and Malaysia, countries with their own advantages in national hydroelectric energy or oil and gas. On the contrary, many other countries such as Indonesia, Thailand, Singapore and the Philippines have higher electricity prices than Vietnam. In Singapore alone, electricity prices are approaching those of Japan; In Thailand, after reforming the electricity prices mechanism to be calculated for hours, electricity prices have increased considerably and are approximately 50% higher than in Vietnam compared to 3 or 4 years ago.
According to Mr. Son, the problem is not whether electricity prices increase or decrease, but how to make electricity prices reflect the true nature of production costs, ensuring stability and sustainability in investment and operation of the national electrical system.
Many developed countries are also gradually changing to a market mechanism to fix electricity prices: transparent, which takes into account all costs and is linked to the tendency to invest in clean energy.
If Vietnam keeps electricity prices below real costs for a long time, it could create a temporary competitive advantage for social production or security. However, this raises a risk of imbalance in infrastructure investment, does not guarantee a stable electricity and is unsustainable in the long term.
Mr. Ha Dang are emphasized that the fundamental solution is to have a road map to adjust the prices of electricity that is reasonable, transparent and close to the market, which fully reflects the costs of the constituents, while guaranteeing that it does not believe a “shock” price shock for people and the economy. “Balancing the marketing of electricity prices and social stability is a difficult problem but must be solved,” said Mr. Son.
