The funeral of Carlos Acevedo, the drug trafficker known as “Guatón Mutema” shot dead last Sunday in Quilicura, was qualified as an event of “extreme risk” by the government. If Acevedo’s wake had already forced two schools to suspend their classes, this Wednesday 30 La Villa Pucará – where the narco lived and operated guarded by Gope personnel, of the control unit of public order and radiopatrullas. The funeral procession of “Mutema” to the Cemetery Park (Huechuraba) also had a police presence.
The name of Acevedo appeared since years in the archives of Carabineros, and not only for the crimes he committed. In 2014, a reserved report of internal affairs of the same police said that the “Guatón Mutema” would have had the collaboration of a police officer to commit some of its illicit (See that Carabineros report here). This antecedent was revealed by Ciper in 2022, in the report “Corruption in Carabineros: the secret bonds with drug traffickers and thieves’ bands”.
The information received by the Department of Internal Affairs of the Dipolcar, in charge of investigating the crimes committed between the ranks of Carabineros, came from a person who was not identified in the report already described in that same document as someone who had a close relationship with Acevedo. The source also knew the denounced police, a 2nd sergeant of the 49th Police Station of Quilicura, whose nickname was “Paco Raiban”. While the report records the official identity of the official, Ciper will keep it in reserve, because there is no history of how the investigation to this police cash ended.
In the report it was recorded that the official’s collaboration “It would be based on the delivery of information and coverage to Carlos Humberto Acevedo Ramírez, aka Guatón Mutema, to commit certain illicit. In that context, and according to information delivered and backed by a signed statement, SGT. 2nd while performing services during the day, is often interviewed with Carlos Acevedo, specifically in the Pucará population, commune of Quilicura (high -level criminal level), an instance in which both maintain conversations for coordination of details to commit certain crimes ”.
Later, the document made by Carabineros states that “this Information has its origin following an argument that maintained the source with Carlos Acevedo (both friends of childhood), therefore, the source is categorical in pointing out that the aforementioned PNI [Personal de Nombramiento Institucional, como se llama a los funcionarios que no son oficiales] It has direct participation in some crimes, particularly in theft of ATMs”.
Internal affairs corroborated that the denounced sergeant registered background “for declaring false facts in police procedure” y “Issuance of false documents to institutional estates”.
The conclusion of the report was that the complaint could not be confirmed reliably. However, for the uniformed profile and “THE CONVENTION OF THE SOURCE”Regarding the link between the narco and the police, the document established that evidence would be raised to prove the facts.
