After two years of work, the commission for Peace and Understanding delivered its final report with 22 proposals aimed at resolving the territorial conflict in southern Chile. Although seven of eight commissioners signed the document, the political debate that continued reflected deep divisions. Senator Carmen Gloria Aravena, one of her members, firmly defended the report, even at the expense of her militancy in the Republican party.
“A month ago I was asked that, to approve the proposal, I had to give up the Republican Party. But when you have worked two years, you have met with more than 5,000 people and you have done a serious job, it would be very little correct to reject it just to maintain an electoral quota, ”said Aravena in Radio. The parliamentarian emphasized that the proposal is technical, not ideological: “I can tell you and ensure that Octubrista has nothing. It is a too technical and very political document”.
Aravena also recalled that unanimity’s internal agreement was not binding. “The decree never requested unanimity. It was an internal agreement to press to reach a good solution. The document does not lose validity because one of the eight did not sign it. It is a proposal, not a law,” he said. Deputy Joanna Pérez (Democrats) valued the work of the commission and criticized the political pressures: “I regret that everything has not occurred unanimously and that it has even had to renounce the senator of a party because it had pressures. In contrast, deputy RN Miguel Mellado dismissed the report, ensuring that the commission was created to “bypase” the Mapuche communities. He criticized the “indigenist” character of the document and his lack of consensus: “This commission was called the Peace and Understanding Commission. Well, in the Araucanía there is no peace. The terrorist attacks follow and with commission or without commission they will follow the terrorist attacks while these groups such as the CAM, the WAM, the RMM, the RML, the RML will not follow.
