In Congress, a legislative act project that would open the possibility so that congressmen can change political party once before the 2026 elections, without exposing themselves to sanctions or loss of their seats, is found.
The sixth debate of this reform was convened for Tuesday, May 6, after the previous session was suspended due to technical inconveniences that prevented progress in the vote of impediments.

during the previous day, the plenary was under the direction of the second vice president of the Senate, Alirio Barrera, of the Democratic Center. The technological difficulties and the disintegration of the quorum prevented continuity from session, which delayed the analysis of the articles.
Both the conservative party and the Democratic Center reiterated its opposition to the project, which generated tensions in the legislative environment and sowed doubts about the viability of the initiative.
The Democratic Center had already announced that “it will not support” the proposal, a position that was also assumed by conservatism, which influenced that it was not possible to advance in the legislative process. Despite the resistance of some sectors, there are several legislators attentive to the approval of the articles in order to benefit from what they have described as a “green card” to modify their political affiliation.
An important part of interest is concentrated in the historical pact. Several of its members, such as Senator María José Pizarro and representative David Razo, were endorsed in the 2022 elections by the Mais Party, but currently seek to formally integrate the unique structure of the pact.
Since the MAIS will continue to exist as an independent organization, both legislators require legal authorization to migrate without disciplinary consequences. In this context, the transfuguismo project would represent a solution.
The representative Daniel Carvalho, of the Oxygen Green Movement, whose relationship with that community, led by Ingrid Betancourt, has been distant since the beginning of the current legislative period, is also at the expectation. As reported, the distancing even led to his political partner, Humberto de la Calle, to renounce his seat to separate himself from the group.
Another case is that of Senator Temistocles Ortega, of radical change. Although his seat took place after David Luna’s resignation, his recent career has linked him more with the current government, especially after being ambassador during the administration of Gustavo Petro. This proximity to the Executive places it among those who could use the possibility of changing the party if the legislative act is approved.
The project counts the liberal senator Alejandro Carlos Chacón as a speaker. Among those who would also benefit would be the representative Katherine Miranda, of the Green Alliance, which has had internal discrepancies with its party.
The future of the articles will be defined in the next debates. If approved, congressmen could change the party in a single opportunity, without any sanction and before the start of the legislative contest planned by 2026.
