Amid the growing public interest in the hospital ship contract that will operate in the rivers of the Amazon and Putumayo, the Attorney General’s Office clarified its role in front of the project and reiterated that its intervention was exclusively due to its preventive function.
The statement comes after the inter -administrative contract No. 827 of 2025 with Coctemar has been formalized, After several work tables convened by the Attorney General’s Office with key actors such as the Ministry of Health, the National Navy and that of Leticia.

In an official statement, the Attorney General’s Office made it clear that its participation in the hiring process did not imply guarantee or support for decisions taken by the entities involved.

“The action was done within the exercise of its preventive function; through a technical, legal and financial analysis of the process, without intervening or endorsing administrative or contractual decisions”, Said the control agency, regarding the Agreement of more than 55,000 million pesos, and after complaints about possible undue pressures for the signing of the same.
The hospital ship project, as established, contemplates the construction of a river CAPS type infrastructure that will have operating rooms, medical offices, vaccination zone, clinical laboratory, basic hospitalization areas, imaging and dental care. Its design is adapted to navigate in low -draft waters (1.2 meters) and will have an autonomy of up to 20 days, which will allow its operation in remote areas of the Amazon and Putumayo.
The crew will be composed of 13 people, plus a team of 24 health professionals.

On April 8, the Attorney General’s Office announced the opening of a preliminary inquiry for alleged undue pressures to officials in order to favor the signing of the contract. The agency explained that this research is advanced autonomously, without interfering with the preventive component that has been executing.
“The Attorney General’s Office reiterates that administrative acts do not support or validate; His performance is done under principles of objectivity, independence, with respect and attachment to the law”, Said the Public Ministry, remembering that its function is to guarantee the legality and efficiency of public processes, without supplanting the powers of other authorities.
The Ministry of Health, meanwhile, confirmed on May 2 the significant progress in the start -up of the hospital ship. In a statement, the portfolio stressed that this advance was possible thanks to the accompaniment and rigorous monitoring of the Attorney General’s Office, which helped overcome more than a year of apparent internal obstacles.

According to that entity, the San Rafael de Leticia hospital incurred constant delays to advance hiring, which generated a real risk of patrimonial detriment and cost overruns. These irregularities motivated the preventive action of the Attorney General’s Office, which sought to unlock the project and guarantee the proper use of public resources.
The health portfolio also stated that the “unjustified delays” by that of Leticia would have blocked for months the execution of the projectdespite its importance for the Amazonian population. The arrival of the hospital ship represents a critical solution to guarantee access to medical services in a region where terrestrial connectivity is limited and hospital resources are scarce.
With the contract already signed and in execution, the hospital ship is expected to bring comprehensive medical attention to vulnerable communities along the Amazon and Putumayo rivers. The project not only seeks to improve health coverage, but also reduce territorial gaps in access to basic services.
