Social welfare must be guaranteed through policies that respond to human needs, says the deputy
Deputy Dunnia Montserrat Murillo López presented an initiative to reform the State Law on Social development, with the aim of ensuring that social welfare is a clear governing principle within local legislation. In his speech, he stressed that social welfare should be reflected in a concrete way in the satisfaction of fundamental human needs and in improving the quality of life of all members of society.
According to Murillo, the concept of social welfare is multidimensional and is not limited to simple financial aid. “It implies the satisfaction of basic needs, the promotion of social equality and the active participation of citizens. All this focused on improving the quality of life, not only of some, but of all,” he said.
The legislator emphasized that, although the Social Development Law of Baja California contemplates a series of programs for the welfare of the population, social welfare does not explicitly establish as a governing principle, nor does it define it properly. For her, this limits the ability of public policies to be really effective and equitable. “It is necessary to build a more just and equitable society, and for this, it is crucial to understand what social welfare is and how it should be promoted by the State,” he added.
Murillo also stressed that Baja California has advanced in its commitment to social welfare through a series of programs and projects, such as support for older adults, well -being clinics, violet card, support for production, strengthening civil society organizations, support for housing and sustainable tourism, among others. These efforts, he said, seek to combat poverty, generate productive inclusion and protect the most vulnerable groups, such as girls, boys and adolescents.
The deputy stressed that, with the proposed reform, it seeks to close the gaps in the legal framework that currently limits the implementation of inclusive public policies. “This reform is essential to ensure that social welfare translates into concrete actions. Without an adequate legal framework, we run the risk that policies will be in indifference,” he concluded.
The reform proposal of Deputy Murillo is emerging as a step towards the consolidation of a more inclusive and equitable social development model in Baja California, where the well -being of all citizens is a priority.
