In a unanimous decision, the government commission and Constitutional Points of the LXII Legislature of the Mexican Congress approved to eliminate the print edition of the official Gazette of Government. The publication will continue only in its digital format, as part of a strategy to improve government efficiency, reduce costs and contribute to environmental care.
The proposals were promoted by deputy Gerardo Pliego Santana and Governor Delfina Gómez Álvarez, who presented separate initiatives. Both projects agreed on the need to adapt administrative processes to current technological conditions, guaranteeing access to public information more quickly and efficiently.
Arguments that support the reform
During the session, the president of the commission, the deputy Carlos Antonio Martínez Zurita Trejo, stressed that the elimination of the printed version favors a more transparent, accessible and modern government. He stressed that these types of reforms can serve as an example for other federal entities that seek to digitize their official processes.
For his part, the legislator Octavio Martínez Vargas described the measure as “close and sustainable.” He emphasized that the state government, under the direction of Delfina Gómez, has actively promoted digitalization as an institutional modernization tool.
Deputy Ruth Salinas Reyes (MC) added a specific proposal: Including among the functions of the head of the Government Gazette the incorporation of technological innovation, with emphasis on accessibility tools for people with disabilities.
Operational details of the new format
The opinion, read by legislator Martha Azucena Camacho Reynoso, establishes that the official newspaper will be edited in the city of Toluca and disseminated through the digital portal of the Government of the State of Mexico. The digital cover will serve as a means of identification, verifiable by the corresponding technological platform.
The electronic version will have legal validity as a public document, endorsed by signature and electronic seal. In addition, although it will not be available for sale, five copies will be printed for documentary purposes. These will be preserved by the executive, legislative and judicial powers, and will serve as support in case of digital contingencies.
Document obligations and validation
Public units must officially accept electronic edition as a valid source for the publication of resolutions, procedures and other documents. In case of discrepancy between versions, those interested will be notified to correct errors before the final publication.
Similarly, the content published on the digital platform will be the one considered official, according to what has been sent electronically, guaranteeing its integrity through computer security systems.
