


Life is the first value that our Constitution protects because it is the basis of the exercise of other rights. In turn, it is necessary to regulate and adequately guarantee the right to work, because it contributes to the support of the existence, both of the human being and the state structure. Unfortunately, the crisis of violence that our nation ravages and the actions of our institutions and its representatives indicate that our State does not prioritize life, or work.
Hundreds of private educational institutions closed; Many public transport units full of passengers are victims of terror bullets; Human beings are killed in broad daylight, regardless of whether they have children in their arms or if half blocks are military or police. Many citizens of disadvantaged areas have to pay for living in their homes without suffering attacks. Grenades, bullets and various threats in homes and businesses are distributed. No state of emergency has worked, the problem worsens.
In the final days of April, the disappearance of 13 guards who served in the powerful mining company, located in the District of Pataz, La Libertad, was reported. According to complaints, the relatives of the victims would have been extorted with the payment of S/4,000,000 (four million with 00/100 soles) in exchange for their release.
Shortly before Labor Day, on April 30 of this year, our Premier ruled out nationwide to be the workers of the company cited. Worse, he doubted the veracity of the kidnapping, calling him “assumption.” What did he want to convey with these statements? But, above all: what could a group of kidnappers assume that a millionaire rescue demands, when the Prime minister of State publicly questions the existence of the kidnapping? Really outrageous.
On the eve of a date that should have been a cause for joy and reflection, which commemorates so many workers who gave their freedom and even their life to conquer basic rights that we all enjoy now, the public communication of the Premier had to focus on minimizing the risks for kidnapped workers. It was not so. Such expressions abandoned the victims. The week of Labor Day was dyed with blood; Blood of 13 people representing disadvantaged sectors of our society, to the point of risking working in environments with such informality and insecurity.

According to the information that the media yield, the actions of the competent institutions to protect the internal order were not adequate. I would like to trust them, but it is increasingly difficult. I would like to trust our greatest representatives, but their actions move away from the general interest. I find it incomprehensible that the increase in income of the first president of Peru is evaluated, when the economy wobbles, food security is in danger and everyone’s life is at constant risk.
For the most elementary issues of decency, political responsibility and empathy, it is necessary, at least, that our prime minister renounces or separated from the position. I hope this is achieved before these considerations are published. Still, it will be too late.
Many might assume that this legal portal is not the ideal scope for a reflection of this caliber. But I do it because, as a law professional, I have faith. In line with the eighth command of the lawyer, by Eduardo Couture, “[t]in[go] faith in law, as the best instrument for human coexistence; in justice, as a normal destination of law; in La Paz, as a kind substitute for justice; And, above all, have[go] Faith in freedom without which there is no right, no justice, or peace. ”
We must not lose faith, and this begins to pronounce ourselves actively and civilized as students, as professionals, as workers and employers, as citizens. The guilds of entrepreneurs and employees have a key role, no doubt. Study houses also have an important role, although several still do not. In a country with high percentages of corruption tolerance, manifesting our legitimate outrage is one of the first steps to get ahead. In the line of Aristotle, not doing so will deform our ethical life. In our case, not doing so could end our existence or that of our loved ones.
A long time ago that each other’s political ideas ceased to be an impediment to participate. This problem affects everyone and it is for that reason that now, regardless of our differences, we must walk in one direction: demand our peace.
