This law aims to formalize the possession of weapons whose possession or acquisition has been lawful, but not appear in the official records or have expired or canceled licenses.
The norm allows natural or legal persons register their weapons before the Sucamec, even those that were granted under the protection of the Weapons Law (Law 30299), do not have a property card or have a confiscation order.
Weapons must be deposited in the stores of the Sucamec If the owner does not have current license. The new law also specifies what type of weapons are registered: they must have Legible serial number or, failing that, that the Regrabted It has been made by the competent authorities. Weapons with intentionally erased serial numbers are excluded.
They are also incorporated documentary requirements To prove the legal origin of the weapon or ammunition. These include one Intestate succession in favor of the applicant or an affidavit that supports the lawful origin of good.
The validity of this law will be five years since its publication and the Executive must adapt the corresponding regulation within a maximum period of 60 calendar days.

Article 1. Object of the Law
The purpose of this law is to register and amnesty the natural or legal persons whose acquisition or possession of firearms, or civil use ammunition are not registered or said persons do not have a property card or whose license for use and bearing is defeated or canceled by the competent authority, whether by loss of validity, due to death of the manager or by personnel.
Article 2. Regulating
2.1 The National Superintendence of Control of Security Services, weapons, ammunition and explosives for civil use (SUCAMEC) performs the registration of unregistered firearms, whose licit possession or acquisition has not been communicated to said superintendency, on which there is no property card or whose use license and bearing are defeated or canceled by the competent authority, whether due to loss of validity, for the death Staff cessation, for which an amnesty is established for natural or legal persons who participate in the process of regulating the weapons of their property, which must be deposited in the stores in charge of the Sucamec as long as the amnesty does not have a valid license. 2.3 The SUCAMEC performs the registration of civil weapons whose possession and use licenses of firearms are defeated or canceled, granted under Law 30299, Law of Fire Weapons, Ammunition, Explosives, Pyrotechnic Products and Related Materials of Civil Use, and that do not register property card included those that have a seizure order 826-2018-Sucamec and continue in the aforementioned conditions.

FIRST. Validity
This law is valid for five years from the day after its publication.

Articles 2-A and 2-B are incorporated into Law 31694, law that establishes the registration and amnesty for the possession of a civilian firearm, in the following terms:
Article 2-A. Weapons understood
2-A.1. The registered weapons are all those firearms that are not registered in the SUCAMEC, in the Armed Forces or in the National Police of Peru, provided that they are identified through the serial number readable in the components of the firearm and that have not been subject to any modification or alteration in their original characteristics, except for the re -recorded in the serial number, which has been carried out by the three institutions referred to by the three institutions. Antiquity of their manufacture do not have serial number. 2-A.2. Firearms that have a hall (frame or mechanism drawer) and several cannons (in the case of revolvers) of different calibers are recorded according to their respective calibers before the Sucamec, which issues a single property card in which all those calibers are indicated for which the weapon was originally manufactured. The managed owner can add calibers and drums for said hall if they are originally manufactured for that weapon. 2-A.3. Those weapons in which there has been intentionality to erase their serial number so that your identification is prevented are not registered.
Article 2-B. Accreditation of the legal origin of the firearm or ammunition
The natural or legal person provides documented the lawful possession or acquisition of the firearm or of the ammunition in possession provided they are not registered in the SUCAMEC, in the Armed Forces or in the National Police of Peru for which it attaches the following documents, as appropriate: a) Intestrate succession in favor of the applicant of the card owned by the firearm or ammunition. b) Affidavit that reports on the lawful origin of the firearm or ammunition.
Final complementary disposition
Unique Adaptation of regulations
The Executive Branch adapts the Regulation of Law 31694, law that establishes the registration and amnesty for possession of a civilian firearm, approved by Supreme Decree 001-2024-IN, to the modifications provided in this Law, within a period not exceeding sixty calendar days counted from its entry into force.
THEREFORE:
Having been reconsidered by law by the Congress of the Republic, insisting on the text approved in session of the Plenary held on November 6, two thousand and twenty -four, in accordance with the provisions of article 108 of the Political Constitution of Peru, I order that it be published and complied with.
