Asaja Almería demands urgent correction in the agricultural order order

Asaja Almería shows its rejection of the recent publication in the Official State Gazette (Order HAC/408/2025, of April 28), relative to the reduction of net performance rates in the IRPF objective estimation regime for Exercise 2024.

The organization expresses its concern because this order leaves out activities and municipalities seriously affected in the of Almería, despite the abundant technical information and the reports sent to both the Ministry of Finance and Agriculture, which detailed the exceptional circumstances suffered in the Almeria field.

During 2024, the Almeria countryside has suffered severely the consequences of extreme drought, the persistence of the rough tomato virus (Tobrfv), the devastating of the Thrips Paravispinus, and the proliferation of pests such as the red spider and the Mildiu. To this are added adverse weather phenomena, including the DANA of October 28, which caused torrential and severe hail episodes that especially affected the of El Ejido, where significant damage was recorded both in crops and in agrarian infrastructure. In total, more than 6,000 hectares were affected in the province. This has generated losses greater than 90% in land crops and structural damage in numerous farms.

Asaja Almería had already requested, based on these facts and with broad technical support, specific reductions that have not been attended:

Differences between the request and the published

–Saja Almería requested:

Horticultural products: general reduction to 0.10 and 0.00 in municipalities affected by the DANA.
Cereals, almond, grove and citrus: 0.05 reduction.
Ovino and extensive goats and beekeeping: 0.05 and 0.00 reductions, respectively.

-To published in the BOE:

Horticultural products is reduced only in some municipalities to 0.09 or 0.13, and in many it is not mentioned.

This data is particularly worrying, since losses in horticultural crops are generalized and very serious, and the reduction that has been established does not at all reflect the magnitude of the damages suffered. The exclusion of many producing areas is absolutely unacceptable and leaves horticultural producers even more vulnerable to an unfair tax burden.

Almendra appears in some terms with reduction to 0.05, but in others 0.09 or even 0.13 is maintained, the losses have been widespread.

Olivar stays at 0.09 for many municipalities when its 0.05 decrease was requested for losses of up to 50%.

Beekeeping, with a historical decrease in production, is set at 0.09 or 0.13 instead of the requested 0.00.

Extensive livestock is not even collected specifically in reduced terms, obviating drought and lack of pastures.

“The published does not to the reality of the Almeria field. The exclusion of crops and severely affected areas is unsustainable and represents a new fiscal burden for producers, who continue to assume losses while the administrations do not act as they should,” said blanque worship, president of Asaja Almería.

From Asaja Almería «we demand from the Ministry of Finance an immediate correction of the published order, including the requested reductions for Almería, in accordance with the technical criteria already presented. Not doing so would be a new discrimination to the Almeria agricultural and livestock sector, which has already demonstrated its resilience and commitment ».
