He german defense ministrylead by Boris Pistoriusannounced the implementation of the most significant military reform in decades, with the decree of Osnabrueck, which comes into effect immediately. This movement marks a clear departure from previous defense policies, focusing on preparing the Bundeswehr for conflict scenarios. Pistorius asserted that the purpose is “reorient the Army towards national defense and alliances at all levels”, pointing to a restructuring that facilitates more effective management in times of war.

The geopolitical context, marked by growing tensions and the war in Ukraine, has led to Germany to reconsider their defense posture. The need for a renewed approach is due, according to the chancellor Olaf Scholzto a “completely different threat situation in Europe”, which forces the nation to concentrate again on deterrence and self-defense against possible aggression, especially from Russia.

This decree will facilitate a command restructuring in the Bundeswehr, which will include the creation of a body specialized in the defense of cyberspace and information, a critical area for national security in the 21st century. This reorganization aims to eliminate coordination difficulties both within German territory and in missions abroad, allowing for more effective integration with the structures of the EU and the NATO.

“The formal basis for a war-making leadership organization.”Pistorius stressed, reflects the transformation towards a more aggressive approach in military preparedness, where cyber operations and the protection of critical infrastructure play a fundamental role. This vision is framed in a scenario where technology and information are as decisive as traditional military power.

Financing of this ambitious project is another critical aspect. In 2024, the planned defense budget amounts to around 71,000 million euroswith 19.2 billion coming from a special fund. However, the financial challenge will arise post-2027, when these funds are exhausted. Experts like Marcel Schleifer of the Ifo Institute They warn of future difficulties, including the possible decrease in defense companies’ commitment to the German government.

The defense industrial sector, represented by Hans-Christoph Atzpodien of the Federal Association of German Security and Defense Industries, also expressed concern about the balance between production expectations and resource availability. To achieve the goal of 2% of GDP in defense expenses set by the NATOGermany would need to adjust its budget to 96,000 million euros by 2028, a figure that underlines the magnitude of the commitment made.

This reform is distinguished by its proactive approach to contemporary threats, demonstrating Germany’s willingness to adapt to a constantly evolving international security environment. As Pistorius stated, the restructuring not only responds to a context of urgency but also aims to ensure that the Bundeswehr be prepared to face the challenges of the future, protecting the country’s sovereignty and fulfilling its allied commitments.
