On April 11, Mexico filed a complaint before the ICJ against Ecuador, following the violent raid by that country’s police on the Mexican embassy and the attack on diplomatic personnel, carried out on April 5.

“Today, the Court reiterated the importance of the principles enshrined in the Vienna Convention, and stressed that ‘there is no more fundamental prerequisite for the development of relations between States than the inviolability of diplomatic envoys and embassies. », the text emphasized.

“(…) in particular, the institution of diplomacy (…) to allow States, whatever their different constitutional and social systems, to reach mutual understanding and resolve their differences by peaceful means,” he added.

The government stressed that, because Ecuador offered Mexico guarantees, both in writing and during public hearings, to ensure the respect and protection of diplomatic premises, its assets and archives, as requested by Mexico, the ICJ determined that the guarantees offered, unconditionally and repeatedly, are legally binding.

Therefore, Ecuador is obliged to grant Mexico full protection and security of the facilities, assets and archives of the Mexican diplomatic mission in Quito to prevent any form of intrusion.

In addition, the South American country must allow the premises and private residences of its diplomatic agents to be vacated.

Likewise, Quito must refrain from any action that could aggravate or expand the dispute before the Court and, instead, seek the peaceful resolution of disputes.

“The Court’s decision at this stage represents progress in the protection of Mexico’s interests,” he noted.

“Mexico, through the Ministry of Foreign Affairs, will continue to work in the defense of the case and promote the peaceful resolution of disputes as part of its continued commitment to international law,” he said in the statement.
