Tras the meeting held between the mayor of Bogotá Carlos Fernando Galán and the superintendent of Health, Luis Carlos Lealin which it was agreed to do joint work to improve the district’s health system, this morning the decision of the inspection team to forcibly intervene in the Central East Subnetwork was known.

According to Leal’s statement, this determination was made after the discovery of at least 30 non-compliance with “orders” that had been given by Supersalud.

​-What is the situation of the health subnetworks? Have they been affected by the EPS crisis?

This is and will be one of the greatest challenges that we will have in our administration to guarantee that the public network is strengthened and that it guarantees services to the entire population with quality, opportunity and humanization. The current financial situation of these entities is poor, none of them has exceeded the losses since their inception. We are experiencing dissimilar situations because the South and South West networks, for example, decreased their loss percentages, but the opposite happened with the Central East and North networks, which have increased that percentage.

To cite specific cases: in 2023 these aforementioned entities closed with negative sustainability percentages and the indicators determine that their financial situation is pressing and their costs are higher than income. The negative sustainability percentages of the Central East are -21.7%; North -16.3%; South West -10.1%, and South -7.2%.

This situation occurs despite the fact that the District advanced strengthening agreements with them. In the 2020-2023 period, agreements were generated for the provision of healthcare services from the public network for more than 486,707 million pesos to provide healthcare human resources, supplies and medicines to cover the health supply of Bogota residents.

The total portfolio of the EPS settled with the subnetworks corresponds to 157,597 million pesos, with the North; 99,135 million, with the South West; 80,893 million, with the South, and 66,495, with the Central East. This will be our biggest financial challenge.

-What is the financial situation of the Central East Subnet, about which there is once again an alert?

It is not the best because when evaluating the entity, since 2018, a negative financial trend was evident. This subnetwork went from generating an accounting profit of 148 million pesos in 2018 to a loss of 54,643 million in 2023. This situation is evident in the sustainability results. Today we have an administrative reorganization plan that seeks to guarantee financial sustainability and improvement in the provision of services of this and all subnetworks.
