Decree 212 of April 26 includes restrictions on collective public transportation, modifications to the perimeter in which the measure applies and the hours of the restriction, as well as extending the time that the passage of vehicles with national and foreign license plates is prevented.

The unexpected appearance of the decree has not only caused discontent due to the lack of socialization with citizens, given that past administrations had failed to make changes, but experts have also raised questions about the studies that were taken into account to take the new measures. , in addition to irregularities such as the lack of application of a pedagogical measure.

“I don’t know what our authorities are thinking with what they are doing. In the operative part they set a pedagogical stage from April 24 to April 26, that is, they sanctioned it and the pedagogical stage began, but there is no time, many did not know where it would be held or under the conditions in which it would be done. . That is to say, we did not have the pedagogical stage of this decree, the first failure. They are not going to give Cucuteño citizens an adaptation period,” Wilmar Cifuentes, a mobility expert, told Caracol Radio.

For his part, observer Samir Contreras indicated to the same media that the change in the measure will also affect the merchants of the Caobos neighborhood, given that the perimeter in which the Placa Día measure is applied was expanded from 15th Street to 17th Street. “Avenue 2 Este is going to be congested because it will receive this greater number of vehicles that will avoid the perimeter of the peak and license plate in the city of Cúcuta.”

Although the mayor’s office has not responded to the criticism, with the issuance of the decree they highlighted that the new measures seek to improve mobility in the city.
