To the date 216 municipalities and communes of the Province of Córdoba adhered to the Public and Citizen Security Law 10,954, sanctioned in December of the current year.

The law establishes the regulatory framework of the so-called “Integrated System of Public Security and Citizen Security”, from which Local Governments acquire a central role, within the framework of their powers, by reinforcing preventive and dissuasive tasks, always auxiliary manner with respect to the provincial level.

In population terms, 70% of the people of Córdoba live in these 216 municipalities and communes. Specifically, these are 25 municipalities with more than 10 thousand inhabitants, and 191 localities below that population criterion.

The municipalities with more than 10 thousand inhabitants that have already joined are the following: Córdoba Capital, Río Cuarto, Villa María, San Francisco, Alta Gracia, La Calera, Villa Allende, Marcos Juárez, Cosquín, Arroyito, Unquillo, Morteros, Malagueño, Las Varillas, Malvinas Argentinas, Mendiolaza, Saldán, Juarez Celman Station, Cruz Alta, Salsipoders, La Carlota, Oliva, Capilla del Monte, Monte Cristo, and Hernando. The absence in this list of Villa Carlos Paz stands out.

From the Ministry of Security, based on sustained work by the Secretariat of Security and the Secretariat of Prevention and Institutional Coordination, different instances of participation and consultation were generated with the mayors and community leaders of the different regions of the Province, which They resulted in a high level of adherence to provincial regulations by the community leaders.

Local Prevention and Coexistence Guards Program

Within the framework of the Public and Citizen Security Law 10,954, those municipalities and communes that have adhered to it through their respective Deliberative Councils have been empowered to form Local Prevention and Coexistence Guards in their localities.

These local bodies have the mission of accompanying the community through preventive and dissuasive work in the territory, always in an auxiliary manner with respect to the Córdoba Police and its different special units.

The role of Local Governments within the framework of the Integrated System of Public and Citizen Security established by Law 10,954, is eminently preventive, dissuasive, and socio-community, mainly from the formation of local bodies trained and with the necessary resources to carry out efficient and effective work in the territory, auxiliary with respect to the non-delegable competence of the provincial level and its security forces.

In the words of the Minister of Security, Juan Pablo Quinteros “The Local Guards do not in any way mean a delegation of powers or responsibilities at the local level. In fact, what the new regulations allow is to frame in a positive and virtuous sense all the work that municipalities and communes have been carrying out in matters of Citizen Security. In this way, based on a more exhaustive delimitation of roles and competencies, but also based on important training of personnel, and with greater equipment, we deploy a territorial strategy where all actors of the Integrated Public Security System work in the same sense: combat crime and insecurity in a more effective and comprehensive way.”

Training and training of Local Guard personnel

A fundamental axis of the approach developed by the new regulations, and of the Local Guard Program in particular, is the key dimension that professional training and qualification adopts, transversally to the entire Integrated Public Security System.

In this way, based on Law 10,954, the Planning and Training Institute for Security and Coexistence is created, which assists in the planning, control and evaluation of prevention policies and the fight against contraventions and crimes; particularly, in relation to the training programs of the members of the Córdoba Police, the Anti-Drug Police Force (FPA) dependent on the Public Prosecutor’s Office, the Municipal and Communal Local Prevention and Coexistence Guards, and service providing companies. private security.

For the delivery of the first stage of training to the personnel who join the different Local Prevention and Coexistence Guards, from the Secretariat of Prevention and Institutional Coordination of the Ministry of Security, a specific agreement was signed with the National University of Villa María ( UNVM), from which the members of the new Local Guards are already studying the Diploma in Security and Citizen Coexistence, offered by said house of higher education.

The guards will receive theoretical and practical training in: Local Citizen Security Policies, Current Regulatory Framework, Situational Prevention, Communication and Community Liaison.

Currently, a total of 423 men and women from 47 locations, including communes and municipalities, from 11 departments (Capital, Rio Cuarto, Roque Senz Peña, General Roca, General San Martín, Marcos Juarez, Tercero Arriba, Río Segundo, Unión, Santa María and Calamuchita).

The delivery of the training is being carried out from 4 (four) regional headquarters, located in the city of Córdoba, Río Cuarto, Alta Gracia and Villa María.

Provincial Government Investment

The Provincial Government will provide support to the municipalities and communes that adhere to the Public and Citizen Security Law 10,954, and that also form their respective Local Prevention and Coexistence Guards by providing their personnel with the corresponding training and training, in addition to providing to Local Governments of vehicles, video surveillance technology, community alarms, and reduced lethality weapons, where appropriate.

In the case of vehicles, based on efforts made by the Provincial Government, 400 sedan cars are already in the bidding process, which will be allocated to the Local Guards Program for Prevention and Coexistence, in addition to 10,000 (ten thousand) lethality weapons. reduced amount that will be allocated to the Córdoba Police – with the objective of completing 100% with the equipment of this technology to the troops who provide service on the street – as well as for the personnel of the Local Guards of the municipalities and communes, which so they determine it.

In this way, the personnel of municipalities and communes that determine the use of less lethal weapons must be trained in their use previously, a process that will be carried out through coordination with the Directorate of Permanent Police Training, dependent on the General Directorate of Human Resources of the Córdoba Police.

First Training Day for Local Leaders

In the month of March of this year, the 1st Citizen Security Training Day for Local Leaders was held at the Convention Center. 111 mayors and communal heads of municipalities and communes adhering to Law 10,954 participated in the event.

The event had the special participation of the Governor, Martin Llaryora, who led the closing of the day.

During the activity, the main guidelines of the Public and Citizen Security Law 10,954 were presented, and specialists from the academic sector gave presentations on various topics related to the design and implementation of public policies on Citizen Security.

The objective of this first Conference was to extend the training and professionalizing approach of the new provincial regulations to decision-makers, members of government teams, and local leaders, who currently fulfill institutional functions in cities and towns in the Province of Córdoba.
