The governor of Casanare, César Ortiz Zorro, met with the members of the union of workers and officials of Capresoca, to socialize the financial panorama of the entity, present the strengthening actions proposed by his administration to save the only public EPS in the country and call for unity to seek joint solutions that improve the health system in favor of users; in the face of the crisis that the sector is going through at the national, departmental and local level.

The dialogue table was accompanied by the manager of Capresoca EPS, Haison Omar Carillo Lemus and his technical team; the department’s Secretary of Health, Tatiana Chávez; deputy Heyder Alexander Silva and representatives of the entity’s Users Association.

“Many say that health is in crisis, I say that he is a terminally ill patient. The first thing I have told the union is that we must join forces to save not only Capresoca, but also the Orinoquía Regional Hospital and Red Salud. I am not going to cover up the reality of the financial statements of our health entities; The first thing we have to do is face it,” said Ortiz Zorro.

The president stressed that, “we are going to work to save our institution, this is the EPS of the poor, of Casanare and the one that covers high-cost diseases. Nobody wants its liquidation, that’s why I give my share of peace of mind to the nearly 176 thousand users.”

Regarding the financial status of the entity, the Governor was emphatic when indicating that the EPS presents a resource deficit that exceeds $9,000 million, month after month; This is as a result of the high billing of services that occurs and the insufficient turnover carried out by the Administrator of the Resources of the General Health Social Security System – ADRES.

Financial situation of public entities

“Around $25 billion is billed for the provision of services and a transfer of around $16 billion is received as debt support; generating a monthly deficit of $9 billion.”

A similar panorama is presented by HORO in its financial statements, which was received by this government with $69 billion of debts to be paid by 2023; which translates into a monthly deficit of 4 billion pesos and a collection indicator of only 49%, with 70% of the budget committed in the first three months of the current term.

For its part, Red Salud Casanare has debts to pay that amount to $13,500 million (report as of 2023), of which $3,500 million correspond to a payable liability and $8,000 million to services provided to Capresoca users.

César Ortiz Zorro announced a technical work table with the Ministry of Health and Social Protection and the National Planning Department, next Wednesday, to which the proposal to request authorization to access future validity of the General Royalties System will be taken to strengthen financially the public network of the department and Capresoca.

Other proposals to rescue the EPS of the Casanareños are to transform it into a Health and Life Manager, as well as to advance in the viability of the regionalization project, to expand coverage in the insurance of the population in other departments of the Orinoquía.
