“Thanks to the coordination of the Secretariat of Territorial Development and Citizen Participation with the Higher School of Public Administration, the training process began for the 273 councilors of the Local Administrative Boards, JAL, of the 22 communes and 15 townships, 170 of which “They are new,” said Alexander Camacho Erazo, head of the district body.
“The training program provides councilors with essential tools and knowledge for the effective exercise of their work and improves their performance in the participatory and social development of the city,” highlighted the Undersecretary of Promotion and Strengthening of Citizen Participation, Maritza Aponzá Zapata.
The official explained that among the objectives of the training are: to put into practice key concepts about the State, the government, the Constitution and social exclusion in the critical study of experiences of vulnerable groups and communities in today’s Colombia; Also, promote spaces for dialogue and citizen participation so that the population influences the development of institutions committed to equity, justice and well-being, through the mechanisms that exist to guarantee the rights of this participation and identify resources for the protection of rights. and the organizations that protect them in the context of the Social Rule of Law.

At only 23 years old, Jonathan Bolívar Capote makes his debut as mayor of commune 21. For him, because they are closer to the territories, the training is important because it accompanies them socially, and from the law and the constitution they can enforce their rights and duties as citizens.
In the opinion of María del Rosario Campo, councilor of the La Leonera district, “this training process is good, and even better, because there are many new councilors.”
The president of the JAL of the El Hormiguero district, Eider Hurtado, said that training is important “because it prepares both rural and urban councilors in the knowledge to develop their activities and processes within the territories, work well and hand in hand with the administration”.
The training process of the Local Administrative Boards of Cali began on Tuesday, May 7, 2024, with the citizen participation module in the Local Administrative Boards, which addressed the topic The State and Democracy. The second course, scheduled for May 14, will cover aspects of the Social Rule of Law in Colombia and the third will deal with participation in Colombia, participation mechanisms and its relationship with the JAL, to be held on Tuesdays, May 21 and 28.
For the months of June, July and August 2024, module two will address the regulations of the Local Administrative Boards and in module three, teamwork and leadership in the JAL. The training will take place at the Sutev headquarters, on Tuesdays May 14, 21 and 28 from 8:00 am to 12:00 pm. and from 1:00 pm to 5:00 pm; and on Saturdays June 8, 15, 22, 29, July 13 and 27, and August 3.
