To combat the housing crisis: La Rioja reactivates the construction of more than 120 homes

In a strategic meeting between the Minister of Housing, Land and Social Habitat, Ariel Puy Soriathe Secretary of Territorial Development of the Nation, Rodrigo Aybarthe Executive Committee of the National Housing Council (CNV) and provincial representatives of La Rioja, The worrying figures regarding the paralysis of 1,700 homes in the province were addressed. This situation also affects works of the Neighborhood Improvement Program (Promeba) and the Procrear urban complex, concentrated mainly in the southern area of the Capital city.

From the Ministry of Housing, Land and Social Habitat They highlighted the urgency of the situation, noting that the decision to complete 120 homes was made after an exhaustive evaluation led by Governor Ricardo Quintela. Likewise, they explained that these homes, financed by the National State, represent a priority for its completion, reaching a degree of progress of 85 to 90 percent. However, they highlighted the financial challenges that arose, especially after the December 2023 devaluation once Javier Milei assumed the presidency, which doubled costs.

For its part, from the Housing Secretariat They shared more details about the situation, highlighting that the works were paralyzed in November, even affecting projects with international financing from the Inter-American Development Bank (IDB). They emphasized that the remaining 120 homes require final work, such as painting, installation of fixtures and improvements to electrical infrastructure, as part of the area’s urbanization process.

Likewise, they reported regarding the updating of the installments of the housing plans, pointing out that many were outdated, at the same time that they explained that more than 15 thousand active accounts have a significant delinquency, with inadequately low installments, so it has been decided to adjust the values and shorten financing terms. They highlighted that the new quotas will be updated with the Home formula, linked to the salary coefficient and with semiannual updates, which guarantees a revaluation of the price of the good.

At another point in the conversation, Concerns about late payments and provincial subsidies that keep fees in an affordable range compared to market rental costs were addressed. The highest installments reach between 50 and 60 thousand pesos, still lower than the rental costs that exceed 150 thousand pesos. For older programs, fees remain at around 20 thousand pesos, which demonstrates the need to constantly review and update financing systems.

Finally, those present highlighted that the meeting served to review the urgency of reactivating the paralyzed works and adjusting the financing systems to guarantee access to decent housing in the province. Financial challenges and logistical difficulties require a coordinated effort between the provincial government, the national government and financial entities to find long-term sustainable solutions.
