With criticism, the Council approved the Cali Development Plan in the first debate

The Council of Cali approved in the first debate the draft agreement 004, which contains the Development Plan 2024-2027 ‘Cali, peaceful capital of Colombia’.

In the Plan and Land Commission, made up of seven councilors, Tania Fernández, Edison Giraldo, Juan Felipe Murgueitio, Rafael Escobar and Roberto Ortiz voted positively, while Rodrigo Salazar and Sergio Mauricio Zamora said ‘no’ to the project.

Zamora Betancur voted negative, arguing that the Mayor’s Office ignored the requirements of social sectors regarding several articles of the Plan on issues of social investment, infrastructure and security.

Rodrigo Salazar, for his part, assured that the document does not respond to the care of the environment with initiatives such as urban gardens, eco-neighborhoods and the care and protection of water.

“This Administration does not take into account those previous bets of the community, and the negative vote is also because there are no answers on disability issues,” he emphasized.

Other councilors who are not members of the Commission, but who were present, questioned the project. Ana Erazo stated that presentations of ‘paraphernalia’ were made, because many campaign promises were not fulfilled. She added that an underfunded development plan is being approved.

The coordinator speaker of the draft agreement, Tania Fernández, maintained that the development plan was worked on technically and with a rigorous study by the Plan and Land Commission, after 19 sessions, 80 hours and listening to 28 officials and 197 people in citizen participation days.

“22 articles were modified, three new ones were included, four annexes were modified, more than 600 proposals were received from the councilors, 356 of them were partially accepted by the Government, 45 were approved, 165 were denied, 14 have not been approved.” finished analyzing and 44 are pending study,” he indicated.

The draft development plan will go to a second debate in the plenary session of the Cali Council, where it will be put to a vote by the 21 city lobbyists.
