“Land trafficking gives as much money as drugs”said Rolando Pacheco, MAS councilor, regarding what is happening in the Río Piraí Metropolitan Park, better known as Cordón Ecológico.

According to Pacheco, the subjugation in that place dates back many years, with supposed owners arriving with license plates from other municipalities.

“What catches our attention is that currently a topographic record has been delivered, and the mayor is doing nothing to stop the encroachments,” he said.

Additionally, Pacheco pointed out that these irregularities occur with the help of “bad officials,” such as Real Rights judges.

“No man’s land”The Councilor for the Citizen Community (CC), Lola Terrazas, who was also at the inspection, called Cordón and said that everything that the law prohibits is happening in the place.

“Constructions, country houses, opening of roads, embankments, felling of trees, and the overlapping of ownership rights over the same property, and in several cases,” he listed.

For the legislator, an audit of proprietary rights is urgently needed that exists within the Cordón, “an audit that reaches the Cadastre, the Municipal Estate, Real Rights, etc.”, he stressed.

Pacheco also joined the request, while Eduardo Zuna, former leader of the Ambrosio Villarroel neighborhood, located within the Cordón, assured that they requested the audit many years ago.

Almost three years and nothing

In October 2021, after Councilor ‘Fede’ Morón denounced the presence of an asphalt within the Cordón, on the side of the final Piraí Avenue, Mayor Jhonny Fernández announced the creation of a technical unit, with the aim of controlling and prevent settlements in the Ecological Cordon of the Piraí River.

Accompanied by the press, from the Puerto Busch neighborhood, where there is a settlement, the councilor also committed an audit “to find out who the true owners” of the land are and how many settlements exist in the area.

Another measure announced was the “paralysis of any request for intervention” in this green lung, an order that should affect the works or activities that were being carried out. “No more environmental licenses are issued,” the mayor added.

However, in last Sunday’s inspection, the councilors present, as well as leaders of neighborhoods within the Cordón, such as the cabañeros and Ambrosio Villarroel, admitted surprise when identifying a new path, which connects the cabins of the Piraí River with the Quinta Municipal .

But that was only one of the irregularities questioned, since it also showed the installation of basic services, the increase in constructions, especially villas, fraternities and boardwalks, which are prohibited in the place, where the regulations even prevent overnight stays.

Management plan

Blanca Alicia Rojas, director of Urban Regulation of the Municipality, said that although they had notifications in that place, they cannot reach the demolition, because being an ecological area they must be governed by the provisions and management plan to intervene.

Although he made it clear that it is not his responsibility to talk about the management plan, but rather that of the environmental office, he said that he is aware that work is already being done on that management plan.

Fede Morón said that the management plan is just as important as the audit, “it is like the Bible of the place, it says what can and cannot be done,” and assured that this work was already included in the reformulated POA of this management , but he also observed that they come “kicking him to stretch the gum.”

He also mentioned the Cordón master plan, which has already been done three times, and said that “it is not possible that they have hidden that information nor that all that work done and that reveals a lot about the Cordon and how it should be managed is unknown.”

Morón also agreed when asked if it is feasible that urban development within the Cordón could be accelerated to anticipate the approval of the management plan.

From Municipal Planning they assured that the execution of the audit has to do with the political will of the highest authorities of the Mayor’s Office.

Last Sunday, councilors Lola Terrazas and Rolando Pacheco carried out an inspection and found roads, services and villas.
