The Comptroller’s Office put a magnifying glass on the management of peace resources, after the acts of corruption that surrounded the delivery of incomplete works or the suspension of others in some regions of the country.

The findings revealed a new act of corruption with the management of resources from the OCAD-PAZ projects for $339,668 million in audits and attention to complaints, detected in the last 20 months, that is, from September 2022 to May 2024.

In 242 projects of the 904 approved by OCAD PAZ, the Comptroller’s Office detected findings with a fiscal impact of more than $339,668 million, and is currently carrying out 36 fiscal responsibility processes for $97,311 million since August 31, 2022.

The irregular findings were found in projects that do not comply with the purpose for which the resources were requested, poor financial management, non-compliance with the planning principle, poor quality of the work and lack of sustainability.

All this in housing, transportation and mining and energy projects.

What are the most affected regions?

According to the report, the Caribbean region leads the number of fiscal findings with 43 and a sum of $106,343 million. In this area they have audited 65 projects financed with resources for peace, for a value of $939,604 million.

In the central region, 25 tax finds were detected, in the Coffee Region 29, in the Llanos 17, as well as in the Pacific region where 24 and 4 were found in the Transversal AEF. The total amount of the tax findings is a total of $336,668,750,650.

What is the OCAD PAZ and why has it been the focus of research?

After the signing of the 2016 peace agreement, the figure of the OCAD, the Collegiate Administrative Bodies, was adopted to approve the royalty resources destined for 170 municipalities that were affected by the armed conflict.

Since June 2022, a scandal was discovered over the $500,000 million in peace money that was stolen through the payment of bribes to National Planning officials, the Comptroller’s Office, and congressmen from Iván Duque’s government.
