The Ministry of Security reported that it activated the Sofia Alert Program to search for Loan Danilo Peña, 5 years old, who disappeared yesterday in Paraje Algarrobal, 9 de Julio, province of Corrientes.

Loan is a thin, dark-skinned boy with brown eyes and short dark brown hair. At the time of his disappearance, he was wearing a black T-shirt with pink letters that said “Messi,” long black pants, and green sneakers. The youngest measures approximately 80 centimeters and has a scar located on the crown of his head.

Until now, there is no news about his whereabouts. In this sense, the Ministry of National Security has decided to activate a Sofia Alert. The entire community is requested for its maximum attention and collaboration in the search for Loan Danilo Peña.

What is Sofia Alert?

Sofia Alert is a rapid emergency communication system for reporting disappearances of minors, in situations that present a high imminent risk to their physical and/or biopsychosocial integrity and, as such, constitutes a tool that aims to increase the capabilities of search and recovery of missing girls, boys and adolescents. This mechanism, called Sofía in reference to the case of the disappearance of Sofía Herrera, is similar to the North American alert model known as “AMBER Alert”, and also adopted in other countries.

The coordination of the Sofia Alert Program is in charge of the Federal System for Searching for Missing and Lost Persons (SIFEBU), of the Ministry of National Security. On November 25, 2019, the acting Attorney General of the Nation signed the agreement of cooperation with the Ministry of National Security, through which this organization became part of the “Sofía Alert Program” (Resolution PGN 101/2019 ).

The main responsibility of the Public Prosecutor’s Office within the framework of the “Sofía Alert Program” consists of providing information about the general procedural status of the preparatory investigations and criminal proceedings, as well as the protection measures and comprehensive assistance granted, regarding the immediate search. and location of girls, boys and adolescents in the national territory whose life is considered at high imminent risk; This, to contribute to their immediate search and location, and to the extent that this information does not contravene the principle of confidentiality in the prior investigation, nor the rights to integrity and privacy of the victims.

In this framework of collaboration, the MPFN integrates the “National Inter-institutional Committee” and the “National Operational Coordination” of the Sofia Alert Program; In the latter case, the Office of the Prosecutor for Trafficking and Exploitation of Persons (PROTEX) was appointed to manage the alerts and the interrelation between the prosecutor’s offices involved in a case of disappearance of girls, boys or adolescents, with the other organizations participating in the Sofia Alert Program.

PROTEX also participates in the administration of the Synchronized System of Reports on Crimes of Trafficking and Exploitation of Persons created by Law No. 26,842 (telephone line No. 145), a source of reports of disappearance of girls, boys and adolescents, from of an action and referral system coordinated with the Rescue and Support Program for Victims of Trafficking in Persons of the Ministry of Justice and Human Rights of the Nation, and maintains frequent interaction with the Federal Search System for Missing and Lost Persons.
