Although this is a measure implemented in Bogotá, where sometimes the norm is complied with and other times it is not, the president said that was concerned about the execution in a conflict zone, since the works can be problematic due to the danger that contractors suffer from armed groups.
“I am worried about how they are done, because I have already heard here what to hire. Yes, that is what is done in Bogotá (…) but can the same be done in the conflict region? I already have an experience, I laid the first stone of the Buenaventura stadium, how is it? The work is stopped, how right are people to say that this president is talking nonsense if he himself laid the first stone and the Ministry of Sports provided the money, but it is stopped because they extort the contractors because whoever wants to keep the profit It is not the contractor, it is the armed gang,” said President Gustavo Petro.
Petro spoke of a possible State of Exception in Cauca
The state of exception in Colombia is a law that regulates the Political Constitution of 1991, which allows the president temporarily suspend some constitutional guarantees to face serious situations that affect public order, national security and public health. This decision must be made with the authorization of the Congress of the Republic.

Furthermore, he added that, “I have a proposal there. Public works in conflict zones, which are actually areas of illicit economies, must be carried out by the State itself.. “They cannot be hired.”
Criticism of Petro regarding possible State of Exception in Cauca
Due to the statements made by the president in Popayán about a possible state of emergency in Cauca, several senators and political representatives began to criticize this proposal. because that is not the solution in conflict zones, but rather it must combat FARC dissidents and armed groups.
“President Gustavo Petro does not have to decree any state of exception to contract works in conflict zones, what he has to do is make the decision to fight the bandits, especially the FARC dissidents who have besieged the inhabitants of Cauca and Valle del Cauca. Don’t invent a smokescreen,” said Juan Espinal, representative of the Democratic Center.
Likewise, the Senator, María Fernanda Cabal, said that “the state of exception is Petro’s brain, who has to go to a psychiatrist, who does not invent, First, let them bomb, let them use air support, let them eradicate coca, otherwise we will not have a country.”
While the representative to the Chamber Julio Cesar Triana, expressed that “The failure to maintain security in Cauca is not solved with states of exception. Furthermore, can you imagine the great door that would be opened for the government to manage budgets as it pleases? “The country is not ready to witness another scandal like that of the UNGRD.”
