Mr. Uber Arley Meneses Vásquez today No has demonstrated before the Financial Superintendence of Colombia that he is an accredited person to carry out activities typical of the stock markets, such as investing in shares, working in derivatives, or buying shares. César Ferrari’s Superfinanciera consequently imposed a fine of eight million pesos on the aforementioned.

Ferrari arrived at the Superfinanciera on June 13, 2023 after his appointment as Director of National Planning at the beginning of the Petro government was ruined, due to having dual nationality. Ferrari is an economist so close to the President that Petro wanted to have him at his side as an advisor in the Presidency. Until Ferrari was given the opportunity to be in the Superfinanciera when Jorge Castaño’s term ended.

The complaint against Uber Arley Meneses

A complaint came to César Ferrari’s Superfinanciera where it was stated: an establishment in Medellín called Empresarios con Liderazgo offered contracts or investment agreements in exchange for stock market assets, the person in charge of Empresarios con Liderazgo is Uber Arley Meneses Vásquez. Government officials decided to take a look.

Within the records of the Medellín chamber of commerce, a company appeared that could offer: job training, various types of education, call center activities, business association activities, etc. There was nowhere an explicit reference to stock market activities.

The wait for the Superintendency of Finance

In the field visit carried out by the employees to the official address of the company, Carrera 43 A No. 11A – 44 in Medellín, on November 28, 2023, neither the company nor Mr. Meneses appeared. On November 30, 2023, officials finally managed to find Uber Arley Meneses Vásquez, the same day they asked him for documents proving his work on the stock market and how to send them to the entity. Some time later, Mr. Vásquez sent an email to the Superfinanciera where he questioned whether the government employees respectively work in the entity; However, the workers showed him clear evidence of his relevance to the control entity.

Days passed, and Uber appeared with an email where the required documentation was supposedly; However, the entity was unable to see the papers in the annex. Once the legal waiting time had passed, on March 26, 2024, the entity proceeded to impose a sanction.

The punishment was finalized in Resolution 1049 of 2024 issued on May 21, 2024.
