Within the framework of the second ordinary session of the Municipal Council of Social Policy, the proposal was raised to create, through an administrative act, an instance of participation for the peasant, rural and agrarian community with a seat in the plenary session of this Council.
According to what was stated by the Secretary of Economic Development, Livestock and Agriculture, Rodrigo Alberto Chaparro, this instance of participation would provide the peasants of Yopal with the ideal institutional treatment in accordance with Legislative Act 01 of 2023, which establishes that the aforementioned community is subject to rights of special constitutional protection.
The proposal was received by the Municipal Council for Social Policy for its respective analysis and debate, taking into account that the argument for the proposition is centered on the duty of the State to recognize the economic, social, cultural, political and environmental dimension of this population and to ensure the protection, respect and guarantee of their individual and collective rights, with the objective of achieving material equality. All subject to the Municipal Development Plan and its respective financing.
Finally, the Secretary of Economic Development, Livestock and Agriculture, highlighted that if this participation instance were created, significant progress would be achieved in institutional and community articulation for the strengthening of the agricultural productive sector that serves as one of the main axes of territorial development. of the city, in addition to fully embracing the constitutional and political regulations.
