The American representative argued that Israel can prioritize its military and security objectives, and that it is not obliged to accept all international aid plans, thus justifying the Israeli block to the Gaza Strip.

This position is criticized by the international community, since the blockade generated a serious humanitarian crisis that affects millions of Palestinians.
The United States also ignored the international obligations of Israel as an occupying power, established in the Fourth Geneva Convention, which requires facilitating humanitarian aid to the civilian population in occupied territories. In addition, Washington omitted the fact that he stopped resolutions in the UN Security Council that sought to force Israel to cooperate with UNRWA.
For his part, Russia denounced that the Israeli impediment to UNRWA feels a dangerous precedent and constitutes an attack on the principles of the UN. Moscow warned that accepting this measure would weaken the credibility of the international system and condemn millions of Palestinians to despair and hunger, remembering that Israel is legally obliged to allow humanitarian aid.
