The prognosis was fulfilled and the meeting this Monday afternoon of the Sectorial Conference of Children and Adolescents between the minister of Youth and Childhood, Sira Rego, and the counselors responsible for the subject in the Autonomous Communities has shown the disagreement of the PP regional governments and the central executive to agree on a distribution of foreign minors not accompanied by the territory of the country. “They have brought zero proposals,” he had award at the end of the meeting, and has also placed the reluctant communities to update the figures of minors who welcome them to do so within 10 days.
The Royal Decree-Law with which the government modified the Law of Foreigners, validated by Congress in early April with the opposition of PP and Vox, “it is in force and will be applied,” said Rego, no matter how much the communities of the PP adducated that it is unconstitutional.
The expectations of reaching an agreement were low, and more after hearing the Madrid counselor, Ana Dávila, who before entering the meeting, exercising spokesman for the popular governments, marked distances with the state executive in very sudden terms. Everything is a “trick” by Pedro Sánchez and the “fugitive” Carles Puigdemont, the only beneficiaries, in his opinion, of legal change. Dávila and the PP understand that the data according to which Catalunya has made a greater effort than other communities – Madrid among them – and, therefore, it should not be now that assumes the reception of a proportionally higher number of children is “invented”.
“At this time we have the opportunity, because [este] It is a space for collaboration and dialogue, ”he had begged the Minister of Youth and Childhood, Sira Rego, before entering the meeting. But after four hours of session he has expressed his frustration because the debate would have been merely procedural,” but without entering into the matter. ”
Thus and all, the minister has said that she is open to convene a new conference in which modifications of the criteria of the decree-law are raised that allow to alter “slightly” those that appear in the norm, but she has insisted: “We are going to have 10 days to have the figures and in 10 days in the ministry we will establish the ordinary capacity of the reception systems of each of the territories and we can start from there, we can leave there. criteria that are in force, […] It will give us the number of boys and girls who must go to each territory […] The thing does not stop. ”
It was known that the concrete figures on which the governments of the PP were going to be questioned in today’s meeting. The debate was complicated, in addition, both for the complexity of the formula for calculation and due to the lack of updated and precise data on the maximum number of foreign minors attended by each community and on the places that make up their respective reception systems. But in practice it has not been discussed of figures.
This patent verbal rejection adds to the legal one, since several of the communities governed by the PP have appealed to the Constitutional Court the decree that modified the regulation and those that have not done so are about to do so, according to the Madrid counselor.
The PP criticized for “illegal” even the call of the same conference, for having been carried out extraordinaryly, an end that bothers Rego, who, also before entering the meeting, blamed the disagreements to the lack of “political will”, rather than the absence of information on figures and calendars. In that sense, he pointed out that the Government still thinks that the first transferred will be carried out in summer and that there are no delays due to hypothetical defects of form. “The regulation of the Sector Conference itself contemplates the possibility of making extraordinary calls and, logically, all this is endorsed by the government’s legal body,” he insisted.
After more than a year of unsuccessful political negotiation between parties to agree on a cast, the attempts to agree on voluntary formulas and before the sway of figures between administrations, the minister expressed frustration with the PP hits, which he believes conditioned by the arithmetic of his pacts with Vox. “It gives the feeling that the link or the relationship that the Popular Party may have with the extreme right is deeply conditioning the possibility of unblocking the work and putting a solution,” he has censored, although he has reiterated that he maintains “the hand laid off” to introduce nuances to the current criteria.
As established by the modified standard, the number of children that will correspond to each region will depend on population and economic criteria – number of inhabitants, per capita income, percentage of unemployment, insularity or border territory, etc. – but also on what the central government calls the “prior welcoming effort”. And, to calculate it, it will not count the percentage of occupation of its current reception system, but the proportion of the occupied places compared to the ideal number of beds with which “it should” count the autonomous reception system, established by the government as a function of the population. Currently, that ratio would be in a place for 2,500 inhabitants, according to the last projection of the Ministry of Childhood.
Canary Islands regret the “step back”
The reception crisis that Canarias experiences assumes that the island government has less conciliatory mood than the state, as the Minister of Welfare, Candelaria Delgado has revealed. “We have been worried that the minister refers to making a new call […] That means about two months in case you approve new criteria apart from those approved in the Royal Decree. That leaves me a feeling that we have not advanced anything. That today […] We have taken a step back, ”he lamented.
The Minister of Socials I included the Generalitat de Catalunya, Mònica Martínez Bravo, did not want to enter the “outbursts” and the “noise” of the governments that “put sticks on the wheels of an agile, automatic and fair cast” that gives an answer to the 5,000 minors that […] They are in conditions that are not adequate “in the Canary Islands, but it did defend, against the doubts that Madrid raises, that the reception data of the Generalitat are” corroborated. ”
