They apply their own medicine and Germán Casagua, the mayor of Neiva, does not seem or would not understand it. In four months, the Neiva Council has not approved the first project due to the tortuous relations between the president – who arrived with a dose of arrogance perhaps due to his age and inexperience in the public sector – and the council.

Also because he seems surrounded by clumsy and naive secretaries who do not understand the dynamics of the Mayor’s Office and are unaware of how legal agreements are presented. Tell Casagua that this is the mayor, the president of the Council is Juan Diego Amaya and he has the power to annoy him politically, even if he refuses to believe it.

Or, how did he manage to hinder the restructuring project due to the lack of a technical study that confirmed which secretariats he was going to replace and which ones he was not going to touch? Didn’t some councilors, dissatisfied with the president, delay the debate and the project was shelved due to lack of time?

The president’s advisors paid the price for not knowing the internal regulations of the Council. I’m sorry, but the councilors are right. Gorky Muñoz – according to what Casagua himself told Neiva – left the Mayor’s Office in debt and with an unsustainable staff. If so, I feel sorry for the mayor, but the councilors were right not to give him full powers to do whatever he wanted. Either it presents a serious and technical study, or there is no restructuring because the improvisation is over.

By the way, it is incredible that another of his projects that sought tax exemptions fell because the Secretary of the Treasury, Óscar Iván Leyva Bocanegra, in addition to the legal team, could never defend the initiative that has fallen due to legal defects in other regions of the country . The Mayor, with a whiff of defeat, proceeded to remove him from the Council.

Shameful. Didn’t you study it before? Why do they improvise? I can’t imagine when the Mayor presents his plans with new debts to the Council. Will Omaira Curiel, his mother-in-law, defend them, in alliance with Hernán Casagua, his father? The lack of communication between the Mayor and the Council is so great that councilor Jesús Garzón – the ‘pimp’s’ son – left dissatisfied because he was the speaker and had not been notified of the withdrawal. He felt mocked.

The saddest thing: it would benefit hundreds of Neivans who are owing taxes and interest to the municipality. If Casagua doesn’t get her act together and stop dancing and thinking about San Pedro, her councilor friends will burst into a thousand pieces. And she won’t even have a solid coalition to back his projects. Or did you not see how Johan Steed Ortiz and Yamid Sanabria, purebred Casaguitas, faced each other this week? Or, the confrontations between Juan Diego Amaya and the Council’s board of directors, among them, Camilo Perdomo, the Mayor’s bishop?

As we go, the Council will end up being managed by the seasoned councilors who come from years ago and are today in independence. I’m sorry again for Casagua, but not even Gorky Muñoz did the same in his first four months with the Neiva Council. He should improve political relations, control friendly fire and broken arrows and tighten the screws with his secretaries. By the way, many of them are missing.

The mayor should not spend his time handing out anti-crime fliers. Or, do you have time to spare? Or, do you think that his face and his live broadcasts on social networks will make the criminals weak and will run to surrender to his arms?
