Deepening the decentralizing actions of the National Training and Employment Service, SENCE, in the Valparaíso region, This Regional Public Account was held for the first time in the commune of San Antonio, where more than a hundred special guests came from social and community organizations, public and private organizations, who, together with regional, provincial and communal, were part of the participatory activity, complying with Law no. 20,500 on Associations and Citizen Participation.

On the occasion, the regional director, Angélica Gutiérrez Cuevas, delivered the results of the 2023 management, both in the execution of training programs and in employment, emergency and job retention subsidies, the latter linked to the destructive fires that affected the communes of Viña del Mar and Quilpué. At this point, the regional director, in her presentation, indicated that, in the Permanent Subsidies during the year 2023, the Youth Employment Subsidy (SEJ) was delivered to 30,968 people and the Women’s Work Bonus (BTM) to 44,566. meaning a public investment of $5,748,463,000 and $8,106,248,000 respectively. Regarding Emergency Subsidies, following the extension of the IFE Laboral Apoya and Protege Apoya, with applications until June 2023, contributions were provided to 45,884 and 4,853 people, respectively.

Specifically, in the case of the forest fire at the beginning of February, SENCE activated the Job Retention Subsidy, which seeks to contribute to the maintenance of jobs in the affected companies in the affected sectors. To date, this subsidy has helped 220 companies, with a total of 1,214 workers, with a public investment, to date, of $846,440,000, with a total payment projection of $3.5 billion.

In direct training, 4,665 people, men and women, were trained in different areas of productive activity, who were given work tools to access the labor market with better prospects for success. Public investment exceeded 5.6 billion pesos, highlighting the Work Training programs, Continuity of Studies lines, Labor Reconversion, +R program for Labor Reintegration, Despega MIPE and Entrepreneurship, with special mention to the Teachers and Teachers line of the Construction, which carried out 16 courses with 400 trained people, reflected in 49.7% women and 50.3% men.

In citizen services, more than 62 thousand people were assisted by different means, in person, telematic or telephone, which they accessed through the regional management or in the labor information offices, OMIL, in agreement with SENCE, or through the website and social networks. Precisely, the regional director, Angélica Gutiérrez, publicly thanked the work of the officials of the 35 OMILs in agreement who, in 2023, were able to link 14,907 people with a dependent job position, also giving job guidance to 52,671 users and users.

In 2023, citizen participation was also strengthened through the continuous operation of the SENCE regional Civil Society Council, which generated citizen dialogues in different parts of the territory, also highlighting as an important milestone during the year, the constitution of the Regional Council of Training, a tripartite body made up of representatives of the State, the business community and the workers, whose purpose is to advise on the development and application of the National Training Policy at the regional level.

From this space, and with the clear objective of improving employability conditions for workers in the region, the need for training in Digital Literacy arose, which materialized in the request for 46 courses, equivalent to 1,150 places. training for the Valparaiso region. These courses will be financed through the Labor Scholarship program during 2024.

Another highlighted matter in the Regional Public Account referred to the mainstreaming of Gender and work with generic sex diversities. This is how, during the year 2023, the main actions aimed at mainstreaming gender in Sence were aimed at raising awareness and training of male and female officials, as well as the elaboration, development and implementation of initiatives that were integrated into the program offering. and benefits of this Service. In the line of work with gender-generic diversities, discussions and citizen dialogues were held with communities and civil society organizations, guidelines were developed for technical organizations to respect the social name of trans people and, in the registration of applications for social programs , is integrated along with sex, the gender identity registry.

Finally, the regional director, Angélica Gutierrez, referred to the challenges for 2024, which includes the execution of the Pilot Program for Training in Trades – Care Sector, through the start of the course this year. “Comprehensive Basic Care Services for the Elderly”, with 450 regional places equivalent to 19 courses, which will allow us to contribute to the National and Comprehensive Care System, Chile Cuida program. Work will also be done on priority areas, highlighting challenges such as the Zero Digital Gap Pilot Plan, strengthening the inspection process and supporting the strengthening of the public transportation system, among others.
