Foreign Ministry works with Interpol to extradite Carlos Reyes to Chile after his recapture

Carlos Reyes Ramos is sentenced to 10 years in prison in Chile for the crime of abuse of minors, but he fled to Venezuela to evade serving his sentence.

On April 27, the families of the victims of pediatrician Carlos Reyes Ramos received a new blow.

The subject, sentenced to 10 years in prison for sexual abuse of two minors in Monte Patria, escaped from a prison in Táchira, Venezuela, a country to which he fled to evade Chilean justice.

But the case enters a new stage, one of greater tranquility for those affected, after the recapture of the individual was confirmed on May 2, who should be promptly transferred to Chile to serve his sentence in prison.

What is the procedure? El Día consulted with the institutions in charge of processing the extradition of Carlos Reyes to Chile, which confirmed that all the corresponding procedures were carried out.

These are contemplated in the extradition treaty between both countries, which establishes among its requirements, and in the case of a convicted subject like Reyes Ramos, the verification of the final sentence by the justice system.

The prosecutor of Ovalle, Rocío Valdivia, indicated that the Public Ministry “did what was appropriate, such as the request for a precautionary measure of preventive detention, the request for an international arrest warrant, that the red alert be decreed by Interpol and the extradition request. , with the purpose of serving his sentences.”

Additionally, the prosecutor maintained that “in addition, who we contact is the direct family of the victims.”

As El Día was able to corroborate, all these efforts were carried out and the extradition order was decreed by the Court of Appeals of La Serena, which is expressed through a request to the requested country, in this case Venezuela, for authorization. his transfer.

It should be noted that the extradition treaty establishes that, once the measure is granted, the country must be immediately notified to make the subject available to it. Meanwhile, from that moment on, the requesting country will have 60 days to adopt the appropriate measures to receive the accused.

From the Foreign Ministry they indicated that they are “working with Interpol to promptly proceed with the transfer of Carlos Reyes Ramos to Chile and place him at the disposal of the Court of Appeals of La Serena.”

In short, all the instances were carried out as established by the procedure and all that remains is the transfer of the subject to the country, which does not yet have a defined date.

The cases for which Carlos Reyes Ramos was convicted occurred between 2008 and 2015. At that time, the pediatrician sexually abused two minors in the commune of Monte Patria. The abuses that were proven in court correspond to a first incident (repeated abuses) that occurred between 2008 and 2015, and a second between 2014 and 2015.

After the investigation and after the trial, Reyes was sentenced to 10 years in prison, however, in December 2022 it was confirmed that he fled the country. The subject was initially sought, but his capture occurred almost a year later and in conditions completely unrelated to the case.

According to reports at the time, he was involved in a confusing incident in which he was identified as a kidnapping victim by police in Táchira, who were hoping to take him to Colombia. Finally, upon verifying his true identity – since he had an adulterated one – it was confirmed that he had a sentence to serve in Chile.

Five months passed, in which the efforts for his extradition were developed, and he was in said process when in April 2024, he once again evaded the actions of the institutions.

Venezuelan media reported on the escape of nine inmates from Detachment D-215 of the Bolivarian National Guard of La Pedrera, in the state of Táchira, a group in which the Chilean was found.

In the case, which has been handled with secrecy by the authorities of said country, it is presumed that they escaped through a hole in the roof and in addition, the arrest of seven officials from the detention center, including civilians and military personnel, was confirmed for their alleged collaboration in the escape.

A first inmate was recaptured that same day and little by little the rest of the group fell, until only two remained, Carlos Reyes and another Venezuelan subject. Finally, on Thursday, May 2, it was confirmed that the individual was again in the custody of the Bolivarian National Guard.

Venezuelan media reported that Reyes Ramos resisted his arrest and even ended up with a leg injury.
