“We are promoting the concept Urban Consortium as a collaborative mechanism between government entities and private sector participants for the execution of urban infrastructure projects and/or housing construction,” indicated deputy Claudio Domínguez (MPN).

“In this model, one party provides the land, while the other party is responsible for carrying out urbanization or construction works. Upon completion, each party receives lots with services or housing solutions as consideration for their investment, which facilitates the realization of larger-scale projects and improves efficiency in execution,” he stated.

He said that the objective is to “replicate the work carried out in Neuquén capital, where in the last five years more than three thousand lots with services were planned and delivered.”

He maintained that it is “a true revolution at the local level that is slowly transforming the capital city that until a few years ago was sadly known for serious conflicts of usurpation. Therefore, with this project we intend to deliver more lots with services in the capital of Neuquén more quickly and bring this model to the other towns in the province.”

orderly manner to meet the demand for lots with services, which must be considered in each case as a minimum of soil movement, opening of streets, stormwater runoff works, distribution networks for electricity, drinking water and curbs; and sewage network and natural gas if feasible,” he added.

In the project thatThe use of the urban consortium figure is “expressly prohibited” for agreements that have the purpose of creating closed residential areas or that restrict access to originally public spaces through the privatization of the urban environment.
