The Development Plan is the most important document of a government, it is the navigation chart or road map that will guide, describing the programs, goals and objectives that are intended to be achieved during the four-year period, what is recorded in said plans will clearly define measure the immediate future of the regions.

The Development Plan “Opportunities for Casanare” represents a milestone for the department and traces the guide, light and path towards the realization of the Casanare that we long for, visualizing the department as a prosperous, productive, equitable and environmentally sustainable territory, where growth economic is integrally intertwined with the inclusive social well-being of its inhabitants, through pillars such as the industrialization of the agricultural sector, the potentialization of tourism and the strengthening of the business fabric, employment generation and regional integration.

The Bases of the plan establish the foundations through a sectoral diagnosis and balance of the 298 participation and social dialogue tables, in the 19 municipalities, addressing the particular needs identified by Casanareños in these spaces of citizen participation, contributing more than ten thousand proposals and turning this process into a true exercise of participatory democracy. The strategic part exposes two pillars, four strategic axes, 17 sectors, 47 programs, 295 product goals and 67 result indicators.

The first pillar focuses on boosting economic growth and fostering an environment of social well-being that is truly inclusive, through 13 strategic projects that coincide with essential elements of the government program, projects such as the University Hospital that aims to improve care in health, with high-quality health services and comprehensive medical care, including the construction of second-level Hospitals in several municipalities, and the highly-complex care so desired in our Regional Hospital, avoiding referrals.

Another strategic project that stands out in this pillar is Transforming Yopal into a University Citadel, in addition to bringing the Public University to the north and south of the department, it identifies a comprehensive proposal with the objective of overcoming the gaps in access, permanence, equity, relevance. , educational coverage and quality.

Casanare Digital Power seeks to transform the territory into a national benchmark in terms of connectivity, access and use of Information and Communications Technologies, Casanare World Tourist Destination is another strategic project that is being supported.

The second pillar is the central pillar of the Plan, and it is the one that guides industrialization, strengthening of the business fabric and job creation. This pillar is essential in our vision to transform Casanare.

The strategic projects of the Agroindustrialization and Economic Diversification Plan, the Center for Immediate Reaction Against Crime, and the Regional Convergence that seek to promote collaboration between different regions to increase productivity, competitiveness and innovation, promoting regional integration are highlighted.

The articulation with the National Development Plan is another notable aspect, as well as with the Sustainable Development Goals, 295 goals that respond to the detailed strategy to achieve the proposed department vision.

A rights-based approach is included to guarantee differentiated care, especially aimed at ethnic groups, indigenous people, NARP community, victims, children, adolescents, young people, older adults, women, disabilities, diverse population, migrants, veterans of the force public, and Sectors such as Environment and Territorial Development, Social Inclusion and Reconciliation, Housing, ICTs, Sports, Culture, Tourism, Energy, Transportation, Roads, Government, Science, Technology and Innovation, are sectors that are included throughout the four strategic axes and that highlight relevant topics such as Governance, institutional reorganization and modernization, new CAD headquarters, Formulation and updating of various public policies, international cooperation, clean and renewable energies, biodiversity, climate change, Security, Coexistence and Citizen Culture, road safety for reduce accident rates, early warning systems, Competitiveness, Communal Infrastructure, Construction of the Fairgrounds (Corferias de la Orinoquía), animal welfare issues, Yopal international airport, supply and cargo, regional interconnection, multipurpose Cadastre, digital cities,

Sustainability, Secondary and regional road network, Yopal – Morro – Labranza grande road, Ruta Libertadora, Energy and Gas networks, territorial foresight exercise (Casanare vision 2050), strengthening the culture of transparency and the fight against corruption, among others. other topics of great relevance incorporated in the Goals of the Plan and the SGR chapter that reaches 2,689 initiatives or projects.

The third part of the Plan is the financial chapter or Investment Plan, and offers a vision of the financial dimension of the plan, examining the financial situation of the department through a detailed evaluation of the expected income and expenses, the debt capacity and the established criteria. by Law 617. It concludes with the presentation of the projection of the Multiannual Investment Plan for the period 2024-2027 by which the strategic component of the Development Plan “Opportunities for Casanare” will be financed and which amounts to the sum of $1.7 Billion pesos corresponding to the income of the Central administration.

In addition to an allocation of royalty resources for $1.14 Billion, that is, the total projection of the “Opportunities for Casanare” Development Plan is $2.8 Billion, including SGP resources for Education and Health sectors.

In the chapter of investments charged to the General Royalties System, 2,689 initiatives and projects prioritized by Mayors, the government team, and especially the community are included through the Participation and social dialogue Roundtables throughout the department.

Finally, an evaluation and monitoring chapter is incorporated. This monitoring process translates into the generation of strategic and high-quality information, which enables the control organizations, the community and the Government of Casanare to carry out a self-assessment of its management, guaranteeing that the allocation of resources, goods and services is carried out efficiently, effectively, equitably and in due form by the responsible agencies.

This Development Plan document goes to the study and approval stage of the Departmental Assembly and will be the roadmap that will largely guide the immediate future of our beloved and beautiful Casanare.
