EL TIEMPO revealed that the epicenter of the outbreak was Industrias Martinica El Vaquero SAS, a company that has been in operation since 2000 and has a capital of more than 48 billion pesos. Its head is Carlos Carvajal Castaño, president and substitute legal representative of the National Federation of Pyrotechnicians (Fenalpi).

EL TIEMPO investigated and established that the The Ministry of Labor made an inspection and surveillance visit to the well-known powder factory on December 22, 2022, the season in which production increases due to the end-of-year holidays.

The procedure was attended directly by Carvajal Castaño and a record was left with photos, videos and conclusions to which EL TIEMPO had access for the first time.​

For hours they traveled, recorded and they photographed the different areas of the company whose emergency this Wednesday paralyzed traffic in and out of the country’s capital.

The owner came out to thank the inspection and surveillance visit and asked his colleagues – from the union he directs – to request them and allow it: “We will continue working for legal and safe pyrotechnics.”

EL TIEMPO established that the Labor Ministry, headed by Carlos Dussán, then director of inspection and surveillance, concluded that security elements were needed and health at work for operators.

According to the inspection report, the workers did not have gloves to handle the gunpowder.

The report also stated that some fire extinguishers did not have valid labels, that the emergency stretcher was blocked and that the dangerous area of ​​the factory was not demarcated: “It is suggested to carry out an improvement plan to order the employer to corrective measures aimed at overcoming irregular situations detected in terms of Safety.” and Health at Work and Occupational Risks of the findings found in this inspection visit”.
