The meeting was attended by Serguey Martín Guerra, member of the Provincial Bureau of the Party, Dr. María del Carmen Velasco Gómez, delegate of the Ministry of Science, Technology and Environment (CITMA) in Villa Clara, and members of the territory’s scientific community.

Dr. Idalsi Fabré Machado, vice president of the Provincial Council of Social and Humanistic Sciences in the center of the country, highlighted that limitations persist in the identification of problems that allow demands to be formulated in the Municipal Administration Councils and said that problems and aspirations without being clear to what extent scientific support is needed.

The also Dean of the Faculty of Social Sciences of the Central University “Marta Abreu” of Las Villas (UCLV) emphasized that we must insist on the training and training of government actors and members of the Technical Advisory Councils (CTA) . Likewise, she pointed out that experts work to provide tools that influence the improvement of government management and work systems. “It is urgent,” she added, “to develop, design and implement projects with a systemic and strategic approach in each location in the central geography.”

Dr. C Joaquín Alonso Freyre, head of the scientific line of university priority of governance and local and community development of the UCLV, explained that the social is an essential element to implement the results obtained in order to solve problems, hence the need to promote the visibility of these contributions, based on the identification of the asymmetries that hinder each of the programs prioritized by the nation.

During the exchange, Serguey Martín Guerra, member of the Provincial Bureau of the Party, highlighted that the systematic tours carried out by the 13 municipalities in recent months support the indicators obtained. He also declared that the key to achieving short-term action strategies is in the Technical Advisory Councils (CTA) and their proper functioning.

In this sense, “it is necessary to take advantage of the potential of professionals from the municipalities with specialization in various areas of knowledge, which often reside in the university headquarters of these localities (CUM),” said Dr. C Manuel Martínez Casanova, president of the Aponte Commission and Professor Emeritus of the Central University.

Dr. C Yamila Roque Doval, director of the UCLV Community Studies Center, explained that development strategies are core lines to study based on the strengths of each region for subsequent implementation. She also referred to different topics that should focus the work of the Municipal Assemblies. Among them she located: information management, racial discrimination, social inequality and those related to gender and inclusion.

Finally, the professor of Psychology at the Central University “Marta Abreu” of Las Villas said that a change is required in the work systems that slow down productivity today, and urged to modify the practices in administrative management that today do not accompany the application and obtaining of results in the municipal capitals of the territory.

During the Provincial Council of Social and Humanistic Sciences, it was also analyzed how the social approach is integrated into the prioritized programs of Villa Clara, the update of the Social Sciences program was offered and the progress in the scientific work of the Faculty of the Faculty was shown.
