For having called attention to a group of men who came shooting into the air to a sidewalk in the municipality of Santa Bárbara de Iscuandé, Nariño, councilor Carlos César Camacho Valencia, was murdered by one of them who shot him in the head and caused the death.

His family and friends immediately took the councilor to the hospital in the neighboring municipality of El Charco, but the doctors who treated him were unable to save his life. The attack occurred on May 25.

The councilor, 25 years old, belonged to the Conservative Party. Those who knew him pointed out that he had a whole future ahead of him. This was said by the Nariño congressman from the same community, Juan Daniel Peñuela, who rejected the murder and highlighted that the deceased was a “great worker and dedicated to community work. “All my solidarity with his family and friends.”

He then declared that “they are murdering councilors in Colombia. We make an urgent call to the international community, to the National Government, to the UNP so that we sit down to review the situation that the councilors are experiencing.”

The governor of Nariño, Luis Alfonso Escobar, also expressed his rejection of this new act of violence that occurred in that town on the Pacific coast of Nariño.

“It is inconceivable that youth leaders are silenced by the bullets of infamy,” he declared and added: “we express our absolute rejection of the murder of Carlos César Camacho Valencia, councilor of Santa Bárbara de Iscuandé, a fact that hurts and worries us.”

According to the sectional leader, “this is one more reason for our fight for the construction of territorial peace to be supported with a comprehensive presence of the State throughout the entire Nariño territory.”

At the end of 2022, The Ombudsman’s Office had issued an early warning of imminence due to the dispute between the ’30th Rafael Aguilera Front’, belonging to the ‘Western Coordinating Command’ and the ‘Second Marquetalia’, of the FARC dissidents, because they had generated risks to human rights for the residents of the municipality of Santa Bárbara de Iscuandé, in Nariño.

That early warning established that selective homicides, forced disappearances, an increase in mass and individual displacements, confinements and recruitment of children and young people could occur in that region.
